Chairman Rand called the meeting to order at 3:00 p.m.
Approval of Minutes
A motion to approve the minutes of April 27, 2021 was made by Mr. Reneau and seconded by Ms. Bryant. The motion carried unanimously (15-0).

⮚ CDAP/GAP/Macro/Other Loan Report
Mr. Sorrel stated that the two active loans from the Keystone Fund, Trefzger’s and Hoerr Racing, are both current. He stated that one of the two active loans is anticipated to be paid in full when the loan is refinanced through their primary lender in August 2021.
⮚ County Auditor
Ms. Thomas advised that two part-time employees have been hired in the Auditor’s Office and introduced Lorry Saunders, one of the newly hired team members.

Resolutions
⮚ Amendment to the 1958 Tri-County Regional Planning Commission Creating Resolution A motion to approve was made by Mr. Rosenbohm and seconded by Mr. Salzer. Mr. Sorrel advised that the resolution before the committee amends the original 1958 resolution adopting the creation of the Tri-County Regional Planning Commission (TCRPC). He stated that the amendment is necessary as it is the intent to incorporate Peoria/Pekin Urbanized Area Transportation Study (PPUATS) into TCRPC. He explained that after the Federal Aid Highway Act in the early 1970’s, PPUATS was created as a regional Metropolitan Planning Organization, that being the body which channels federal urbanized transportation funds to county and municipal governments.
Mr. Sorrel advised that to comply with federal statute and ensure the commission maintains the status of regional MPO the amendment consolidates and realigns the membership and appointments to TCRPC, in part by reducing county appointments to two, while municipalities within the county will see new appointments.
Mr. Miller, Executive Director of TCRPC, remarked that the amendment to the creating resolution would create a leaner and more efficient organization.
The motion to approve carried unanimously (15-0).
⮚ Amendment to the Charter of the Joint Commission on Racial Justice with the City of Peoria
A motion to approve was made by Dr. Blair and seconded by Ms. Bryant. Mr. Sorrel advised that the County and City of Peoria adopted the Charter in the fall of 2020, and since that time more than 200 community members have submitted their names to participate as members of the Commission. He stated that due to the overwhelming interest in the Joint Commission and its various committees, several amendments to the Charter are being brought forward for consideration:
1) Repurpose the Steering Committee to function as the primary body of the Joint Commission, with a maximum number of 22 members
2) A member of the Steering Committee will not be required to be a Chair/Co-Chair/Vice Chair of the various committee and sub-committees of the Commission
The motion to approve carried unanimously (15-0).

Miscellaneous
Ms. Pastucha advised that a Memorial Day drive-thru event will be held at Springdale Cemetery, and a Yoga Event will be held at the cemetery on Memorial Day.
Ms. Pastucha recognized the one-year anniversary of the death of George Floyd, and commended this organization and the local community for actively enabling change in the racial disparity and dynamics within the community.
Ms. Daley advised that Sprindale Cemetery’s first annual 5K Race for Preservation went well, and thanked those county team members who participated in the run.
