Village of Glasford Village Board met Dec. 16.

Here are the minutes provided by the board:

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm. In attendance were Mayor Rudd, Clerk/Treasurer Stetler, Trustees Allen, Sheckler and Kingsley. Trustees Randle, Arnold and Godby, were absent. Also in attendance were Chief Beachler and Heidi Rhea.

Motion for approval of November 18, 2021 board meeting minutes, made by Kingsley, 2nd by Allen. Roll call: ALLEN—AYE; RANDLE— ABSENT; ARNOLD – ABSENT; GODBY—ABSENT; KINGSLEY—AYE; SHECKLER—AYE. Roll call . . . all ayes. Motion carried.

Board recognized Heidi Rhea representing Alpha Park Library. Ms. Rhea informed board of upcoming new programs that would be offered at the library that would benefit the Glasford community. Discussion followed.

STREETS and MAINTENANCE REPORT presented by Trustee Allen due to Reimer’s absence.

Trustee Allen informed the Board of engineer’s suggestion to resolve the drainage issue on W. Second Street between Barron and Fahnestock Streets. Discussion followed. Work to begin in the Spring of 2022.

Trustee Allen presented John Randle’s, 309 E. Oakley St., request of a 20ft culvert extension near southeast corner of property running north from garage. Discussion followed. Mr. Randle to pay for culvert and Village will put the extension in at the desired location.

POLICE REPORT presented and accepted.

November 2021:

21 Officer responded to a motion alarm at IB.

23 Officer attempted to locate man walking in the road on Rt 24

30 Officer took report on two windows being shot out by BB gun

30 Officer checked on the welfare of male who family could not make contact. Male was OK.

December 2021:

03 Officer was sent to Rt 24 & Rt 9 on a complaint of a male pointing a laser pointer at traffic.

Peoria County Response to Glasford:

November 22 Deputy took report on criminal damage to property

Board reviewed of changes to be made to subdivision ordinance suggested by Mohr & Kerr for upcoming recodification. Discussion followed. Board agreed to proceed with changes for the subdivision code.

Discussion on final decision on what areas the ARPA revenue is to be spent according to criteria of the program. Board determined funds to be used for new playground equipment for Tiger Bluffs Park and police payroll.

Motion for approval of Ord. 2021-07 Tax Levy for the fiscal year commencing 5/01/21 and ending 4/30/22 for $87,787.00, made by Allen, 2nd by Kingsley. Roll call: ALLEN—AYE; RANDLE—ABSENT; ARNOLD – ABSENT; GODBY—ABSENT; KINGSLEY—AYE; SHECKLER—AYE; RUDD -- AYE. Roll call . . . all ayes. Motion carried.

Motion for approval for updated rates on animal control services with Peoria County Animal Protection Services based on 2020 census data (866 population) for year 2022 at rate per capita x $2.40; Years 2023 & 2024 rate per capita x $2.50, made by Kingsley, 2nd by Allen. Roll call: ALLEN—AYE; RANDLE—ABSENT; ARNOLD – ABSENT; GODBY—ABSENT; KINGSLEY—AYE; SHECKLER—AYE. Roll call . . . all ayes. Motion carried.

TREASURER’S REPORT presented and accepted.

Motion for approval of Treasurer’s Report and warrant list to pay outstanding bills for General, Motor Fuel, Police and Garbage accounts, made by Allen, 2nd by Sheckler. Roll call: ALLEN—AYE; RANDLE—ABSENT; ARNOLD – ABSENT; GODBY—ABSENT; KINGSLEY—AYE; SHECKLER—AYE. Roll call . . . all ayes. Motion carried.
