City of Eureka City Council met March 7.

The Eureka City Council convened in regular session at Eureka City Hall at 7:30 p.m. Mayor Eric Lind called the meeting to order and led The Pledge of Allegiance and then directed the City Services Director to call the roll. Present were Aldermen Chambliss, Germann, Logan, Peterson, Teegarden, Williams and Wilson. Also in attendance were Melissa Brown, City Services Director; Lynn Hinnen, Treasurer; Assistant Chief Kim Jones, and Chief Alex Collinge, and Erik Hasselbacher. . Alderman L. Klaus was absent.
Moved by Wilson, second by Germann, to approve the minutes of the February 22, 2022, regular meeting of the City Council and the February 10 Special Council meeting. Passed on roll call vote Chambliss, Germann, Logan, Peterson, Teegarden, Williams and Wilson all voting Aye.
Moved by Teegarden, second by Peterson, to approve the corrected minutes of the committee meetings held within the past 30 days. The Economic Development Minutes from February 10, 2022 had to be corrected as attendees listed as present were incorrect. Passed on roll call vote Chambliss, Germann, Logan, Peterson, Teegarden, Williams and Wilson all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Chambliss, second by Peterson, to approve and pay the bills as the City’s obligation in the amount of $ 42,216.65. Passed on roll call vote Chambliss, Germann, Logan, Peterson, Teegarden, Williams and Wilson all voting Aye.
Mayor Lind announced his appointment of Amber Harmon as Police Commissioner.
The Executive Session pursuant to 5 ILCS 120/(c)(1) to discuss the appointment, employment, compensation, discipline, performance or dismissal of an employee was tabled.
Mayor Lind announced his appointment of Erik Hasselbacher as Director of Public Works.
Moved by Chambliss, second by Wilson, to approve the compensation adjustments for the new maintenance positions. This is recommended by the Eureka Administration Committee. Passed on roll call vote Chambliss, Germann, Peterson, Teegarden, Williams and Wilson all voting Aye. Logan abstained.
Moved by Chambliss, second by Germann, to approve the annual pay increases. This is recommended by the Eureka Administration Committee Passed on roll call vote Chambliss, Logan, Teegarden, Williams and Wilson all voting Aye. Germann and Peterson voted Nay.
A review of the Fiscal Year 2022-2023 Budget as recommended by the Budget Committee was discussed. Previously removed earmarks were discussed. It was decided that the following items would be added back into the budget:
Park added back $30,000 for electrical poles at the park (while also removing two mowers to purchase now in current budget which left this department with a $17,000 deduction and grand total of $198,900) Police added back the replacement of a police vehicle for $45,000 leaving their total at $908,654. Maintenance added back the replacement of doors at the maintenance garage for $48,000 leaving their total at $772,500.
Economic Development added back $5,500 to Events Committee for a total of $8,500 and $20,000 for lightscape downtown for a new total $1,103,600.
The new overall budget total for expenditures is $9,167,932. This version will be published in the paper for a public hearing notice and Council will vote on the appropriation ordinance at the first meeting in April.
Moved by Chambliss, second by Teegarden, to send to Public Hearing a budget for $9,167,932. This is recommended by the Eureka Budget Committee. Passed on roll call vote Chambliss, Germann, Logan, Peterson, Teegarden, Williams and Wilson all voting Aye.
