Marshall County Board met June 9

Marshall County Board met June 9.

Here are the minutes provided by the board:

The Marshall County Board met in the Courtroom for the June Board meeting at 8:30 A.M. County Clerk & Recorder Jill Kenyon called the meeting to order. Following the Pledge of Allegiance, roll call shows: Lindstrom, McLaughlin, Meierkord, Stash, Lueders, Balensiefen, and Bakewell present.

Chairman Kroeschen, Vice Chairman McGlasson, Gauwitz and Donna were absent. County Clerk & Recorder Jill Kenyon asked for a motion for a chairman for this board meeting.

#22-56 It was moved by Meierkord and seconded by Balensiefen to appoint Brad Lindstrom as chairman for this meeting.

Roll call vote shows: 7 yes, 0 no, 1 abstained and 4 absent.

It was moved by Bakewell and seconded by Lueders to approve the minutes as presented for May. Vote shows: 8 ayes, 0 nays, and 4 absent.

No Health Department update as they were not present. Lindstrom reported that they finalized the I Plan. It was also mentioned that a lot of the vaccines have been wasted as they don’t have enough people to use them. When they are opened, they must have so many people and if they don’t have enough people there, they are disposed of. The local pharmacies have the vaccines also.

County Engineer Pat Sloan gave an update on Zoning. They did not have a ZBA meeting in June. A list of the building permits was given to each member. They are working on enforcements with zoning. They are working with State’s Attorney Pat Murphy on the language.

County Engineer Pat Sloan gave an update on Highway. Work has begun on the parking lot, and they will be doing some more work next Friday. He also mentioned that they are working with Kennell Electric and Ameren to remove the electricity pole that is in the parking lot and talking about boring it under ground. He also stated that he had two employees out with COVID. They are working on a lot of construction in Putnam County and the intern is helping with it. Toluca Road will be closed next week due to pavement and painting. He stated that the windfarm will be paying for that job. He also stated that he has sent out a County Engineer transition plan as he is planning to retire in 2023. The last few engineers abruptly resigned and that is not good not having a plan in place for the next person to come in.

Recycling Update:

Pat Sloan stated that he received a call last week that people are dumping garbage in the newspaper trailers. They will be publishing something in the local paper and on Facebook.

It was moved by McLaughlin and seconded by Lueders for the Payment of the Bills. New Business:

#22-57 It was moved by McLaughlin and seconded by Minnick to approve the re-appointment of Andrew Dorsey for a 3-Year Term to the Marshall County Board of Health.

Vote shows: 8 ayes, 0 nays, and 4 absent.

#22-58 It was moved by Minnick and seconded Balensiefen to approve the re-appointment of Dr. Louis R. Lukancic for a 3-Year Term to the Marshall County Board of Health.

Vote shows: 8 ayes, 0 nays, and 4 absent.

#22-59 It was moved by Meierkord and seconded McLaughlin to approve the re-appointment of Michelle Rippel for a 3-Year Term to the Marshall County Board of Health.

Vote shows: 8 ayes, 0 nays, and 4 absent.

#22-60 It was moved by McLaughlin and seconded by Lueders to approve the re-appointment of Linda Bailey for a 3-Year Term to the Camp Grove Street Light District.

Vote shows: 8 ayes, 0 nays, and 4 absent.

#22-61 It was moved by McLaughlin and seconded by Bakewell to approve the Title VI Policy with the exception of Traci Dowell from MSW Projects corresponding with State’s Attorney Pat Murphy on the language. (Discussion was held and State’s Attorney Pat Murphy will be the contact person for the Title VI Policy.)

Vote shows: 8 ayes, 0 nays, and 4 absent.

It was moved by Stash and seconded by McLaughlin to approve the Payment of the Bills.

Committee Reports:

Animal Control: Minnick reported everything good.

Building & Grounds: Minnick reported that Otto Baum will be starting the brick work on the north side of the building. Few trees have been taken down. Some of the windows are going to be tinted at the Courthouse.

COVID 19: McLaughlin reported that Jill Kenyon is working on the second tranche of funds. We have not received them but hoping within the next week and a meeting will need to be scheduled. Finance/Budget: Nothing to report.

County Highway & Recycling: Lindstrom stated they are working on putting the job description together for an Engineer.

Human Resources & IT: Lindstrom stated that he needs to work on the tuition reimbursement. Public Safety: McLaughlin reported that the fuel budget is over due to the rising cost of fuel and a budget amendment will be needed at the end of the year. 911 Coordinator Mike Mayer attended a meeting on the 988 which is the new mental health line when someone calls in. Public Transportation: Lueders reported they had a meeting, but he did not attend. Airport: Nothing to report.

Comm. Mental Health: Lueders reported they will be having a meeting.

Economic Development & Enterprise Zone: Nothing to report.

Health Dept.: Nothing to report.

Human Services Transportation Comm.: Lueders reported they will be having a meeting. Marshall-Putnam Extension: Nothing to report.

Regional Office of Education: Nothing to report.

Tri-County Opportunities: Balensiefen reported they are working on a plan. Upper IL River Valley Development Authority: Nothing to report.

Zoning & Land Use: Stash reported they had a meeting this week and discussed with State’s Attorney Pat Murphy about enforcing zoning and fees. They will be talking with Putnam County about what to do with zoning since Pat will be retiring.
