City of Marquette Heights City Council met June 27.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

ROLL CALL

Aldermen present for Roll Call: Alderman Little, Naugle, Amundson, Neumann, and Neuhaus.

Also present were City Clerk Steele, Public Works Director Brown, Assistant Fire Chief Hermacinski, Police Chief Merritt, Office Manager Minson, and Building Inspector Dearborn.

Absent: Alderman Greiner, Fire Chief Fortier (7:16 arrival), Treasurer Harris, and Attorney Hermann.

REPORTS OF CITY OFFICIALS

Mayor

A big thank you to the Marquette Heights Men’s Club of Central Illinois for the superb firework show this weekend.

Poll on which Council members would be interested on attending the 2022 IML Conference.

Clerk

Committee Meeting in July will be on Tuesday, July 5th due to the Independence Day holiday.

Treasurer

In Treasurer Harris’ absence, Deputy Treasurer Minson gave a report on savings and planning for financial success.

Treasurer Harris would like to meet weekly with Committee Chairs or Department Heads to get their plans on a 3, 5 and 10 years. He will present this information at the August Committee meeting.

Attorney

Absent. No Report.

Communication

No Report.

Citizens Wishing to Address the Council

Michael Overholt, President of Marquette Heights Men’s Club, expressed his gratitude to all the City’s departments that helped with the fireworks. 

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neuhaus

Water tower inspections were completed this past week.

Backup system at Briarwood is inoperable.

Phase One of televising the sanitary sewer has been completed. Public Works Director Brown will inform council about their options to address water infiltration into the sanitary sewer lines and cross connection policy at the next committee meeting.

Spring fire hydrant flushing is complete.

Concrete repairs at past water main breaks will start tomorrow.

Chemical room construction waiting on electrical (New Business Item #2) to be completed.

*At 7:16 p.m., Fire Chief Fortier joined the meeting.

Law Enforcement – Alderman Naugle

Squad 17-1 overheated last week. It was determined it needs a new water pump. We have a quote from Mid Illini for $1,964.04 to replace the water pump. 

Streets – Alderman Little

Street department finished the storm outfall at 406 & 408 Sangamon this week. Total just under $3,900 from MFT.

Repairs at LaSalle & Route 29 and 1004 Lincoln to be completed this week.

Hot patching to commence in the next couple of weeks.

Crack sealing is done.

Review of an employee’s performance for one-year probational period.

Public Buildings / Parks – Alderman Greiner

Thank you to Men’s Club for completion of the walking path at Independence Park.

CA6 will be placed on the side of trail.

Boulder Design to give an estimate on crack on City’s entrance sign.

Installation timeline was given for ADA swing at Independence Park.

Lights not functioning at the gazebo at Independence Park.

Bob Lickiss memorial bench leg has been damaged. Alderman Neuhaus reached out to Abel Monument Company to give estimate.

Fire – Alderman Amundson

No Report.

Planning – Alderman Neumann

No report.

Old Business

No report.

CONSENT AGENDA:

1.  Approve June 13, 2022, Regular Council Meeting Minutes.

2.  Approve June 13, 2022, Executive Meeting Minutes.

3.  Approve Bi-Monthly Expenditures in the amount of $57,798.79.

4.  Approve $2,112.85 to D’s Paint & Body Shop for Squad 21-1 repairs. (Insurance to reimburse $1,612.85).

5.  Approve pay increase for Street employee Dan Morgan, retro back to June 1, 2022.

6. Approve $675.25 payment to Getz for annual maintenance/fire extinguishers.

ITEMS REMOVED FROM CONSENT AGENDA:

None.

APPROVE CONSENT AGENDA:

Alderman Neumann made a motion, seconded by Alderman Amundson to approve the Consent Agenda in its entirety. Roll Call Vote: All Ayes, Motion passed.

NEW BUSINESS

1.   Alderman Amundson made a motion, seconded by Naugle to approve changes in Fire Department By-Laws. Roll Call Vote: All Ayes. Motion passed.

2.  Alderman Neuhaus made a motion, seconded by Naugle to approve $1,800.00 to Copperfield Electric to reroute the existing electrical to the new chemical room. Funding to come from the ARPA grant. Roll Call Vote: All Ayes. Motion passed.

3.  Alderman Neumann made a motion, seconded by Little to approve $10,000 gross pay retention bonus for administration personnel ($5,000.00 to Maria Minson, $3,000.00 to Deb Ratliff, and $2,000.00 to TJ Reynolds) contingent upon these employees’ agreement of consent and release. Roll Call Vote: All Ayes. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY.

None.

ADJOURNMENT

Alderman Little made a motion, seconded by Alderman Neumann, to adjourn the regular City Council Meeting at 7:42 p.m. Roll Call Vote: All Ayes. Motion passed.
