 Police Chief Echevarria Letter to the Community

Community Members of our Great City of Peoria,

I appreciate your patience as we cooperate fully with the Illinois State Police investigation into an officer-involved shooting in our city on October 3rd of this year. We are grateful to clergy members and community members who have supported the department.

We are here to serve and protect our entire community and are dedicated to openness and transparency.

On December 2, 2022, Mayor Rita Ali and I held a press conference to provide additional facts about what occurred in the officer-involved shooting resulting in the death of Mr. Vincent Richmond.

The incident began with a ShotSpotter alert at 10:06 in the evening. When we respond to notifications of shots fired, our top priority is the health and safety of anyone in the vicinity.

During the press conference, we shared still images from the bodycam video because it’s hard to distinguish when the video is playing in real-time.

We also shared clips from the body cam video showing that a man matching the description from 911 calls is pointing a gun at officers, and that is when shots are fired.
