City of Chillicothe City Council met Oct. 24.

Here are the minutes provided by the council:

A regular meeting of the City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session in person at 7:00 P.M with Mayor Michael D. Hughes presiding and with proper notice having been posted.

Mayor Michael D. Hughes called the meeting to order at 7:00 P.M.

The Pledge of Allegiance, to the Flag of the United States of America, was recited.

Chairman Hughes directed Clerk Byrnes to take roll.

Dean Braun, Barry Bredeman, Courtney Gehrig Patricia Westerman-Connor, Dennis Gould, Jeff Jenkins, Gary Sharp

Chairman Hughes declared a Quorum present.

The Minutes of the Regular Council Meeting held on October 10, 2022 was presented. Motion Alderperson Braun, second Alderperson Gould, that the Council dispense with the reading of the Minutes of the October 10, 2022 Regular Council Meeting and approve the Minutes as presented.

Motion Carried Via Voce Vote.

PETITIONS AND COMMUNICAITONS BY THE CLERK:

Clerk Byrnes presented the following committee minutes:

1. Public Works Committee - 10/19/2022

2. Cemetery & Parks - 10/18/2022

3. Finance - 10/12/2022

4. Public Safety - 10/18/2022

5. EDC-10/11/2022

6. Human Resource - 8/19/2022, 9/1/2022, 9/20/2022, 10/4/2022

Alderperson Gehrig advised the committee that the 9/1/2022 Human Resource Committee minutes need to be amended by adding the following language to the motion adjourning into closed session: pursuant to 5 ILCS 120/2/ ( C ) ( 1) Personnel appointment, employment, compensation, discipline performance or dismissal of Specific Employees and 5 ILCS 120/2 ( C ) (3) Selection of a person to fill a public Office.

Alderperson Gehrig advised the committee that the 9/20/2022 Human Resource Committee minutes need to be amended by adding the following language to the motion adjourning into closed session: pursuant to 5 ILCS 120/2/ ( C ) ( 1) Personnel appointment, employment, compensation, discipline performance or dismissal of Specific Employees.

Clerk Communications:

Clerk Byrnes presented the following communications:

1. Special Event Request – Chamber of Commerce, Merchant Trick or Treat. This is an agenda item and will be discussed at that time.

2. City Engineers Report - 10/19/2022

3. City Financial Audit for fiscal year 21-22

4. City Fiscal Year 2022 Annual Financial Report

5. Reading of correspondence by clerk Byrnes from Dave Hirtz, Coordinator Steering Committee, Back the Blue in recognition of Police Chief Scott Mettille and his service to the City of Chillicothe.

Motion Alderperson Braun, second Alderperson Gould that the minutes as presented be accepted as amended and the communications as presented by clerk Byrnes be accepted and placed on file.

Motion Carried Via Voce Vote.

COUNCIL COMMITTEE COMMUNICATIONS:

None.

ANYONE WITH BUSINESS CONCERNING CITY GOVERNMENT

None.

PRESENTATION OF BILLS, TRANSFERS AND PAYROLLS FOR PAYMENT AND DISCUSSION:

Motion Alderperson Sharp, second Alderperson Gehrig, that the bills as presented be paid and the payrolls and transfers be approved.

Roll Call Vote was:

Ayes: Braun, Bredeman, Connor, Gehrig, Gould, Jenkins, Sharp

Nays: None

Chairman declared motion carried.

MAYOR HUGHES:

Mayor Hughes asked Detective Jeremy Cooper to stand and come forward to take the Oath of Office of Police Chief.

Clerk Byrnes administered the Oath of Office to Jeremy A. Cooper, for the Office of Police Chief, for the City of Chillicothe.

Approximately 30 people were present in the audience, stood and applauded in support of the appointment of Jeremy A. Cooper, as Police Chief, for the City of Chillicothe, effective November 4, 2022.

Mayor Hughes thanked Police Chief Scott Mettille for his 10 years 9 months of service, professionalism and contributions to the City of Chillicothe Police Department. He wished him well in his future endeavors. Mayor Hughes asked for other comments from the Alderpersons. Several Alderpersons thanked Chief Scott Mettille for his service.

Mayor Hughes thanked everyone in the audience, and the City's nine Police Officers, for attending this meeting in support of our new Police Chief.

Motion Alderperson Jenkins, second Alderperson Braun that the council approve the resignation of Lorna Berchtold from the Shademakers Beautification Committee and thank her for her service.

Motion Alderperson Jenkins, second Alderperson Gould that the council approve the Mayoral Appointment of Megan Geiger to the Shademakers Beautification Committee for the unexpired term of Lorna Berchtold.

FINANCE COMMITTEE:

Motion Alderperson Sharp, second Alderperson Braun that the council approve an expenditure of $141,713.38 payable to IML Risk management Association, for the 2022 City Insurance. Payable from the Tort Liability Account.

Nays: None

Chairman declared motion carried

Motion Alderperson Sharp, second Alderperson Braun that the council approve the statement of work agreement between the City of Chillicothe, and CivicPlus for codification services and approve the expenditure of $4,572.00, payable from the General Fund.

Alderperson Sharp announced that the Tax Levy Ordinance was in their council packets. The amount of the tax levy is $793,144.82. The ordinance will be presented for passage at the November 14, 2022 meeting.

ECONOMIC DEVELOPMENT

Motion Alderperson Connor, second Alderperson Gould that the council approve the General Fund-Economic Development Priority One Project Christmas Decoration, in the amount of $10,000.00 be brought forward as a project and approve an expenditure of $1,019.00, payable to Northern Lights Display, for the purchase of Christmas flags and poles, and approve an expenditure not to exceed $2,500.00 for the purchase of Christmas bows for Christmas wreaths. Payable for the General Fund.

PUBLIC SAFETY COMMITTEE:

Motion Alderperson Jenkins, second Alderperson Bredeman that the council approve an expenditure of $5,000.00 payable to Bradley University, for the payment of Officer Koser's employment agreement. Payable for the Police Protection Fund.

Motion Alderperson Jenkins, second Alderperson Braun that the council approve the Notice Of Special Event, as submitted by Molly Bishop, Chillicothe Chamber of Commerce for the Merchant Trick or Treat event, to be held Friday October 28, 2022, from 3:00 p.m. to 5:00 p.m. as submitted.

CEMETERY & PARKS COMMITTEE:

Motion Alderperson Jenkins, second Alderperson Sharp that the council approve the General Fund-Cemetery Priority Two Project Mower, in the amount of $13,000.00 be brought forward as a project and approve an expenditure of $12,106.60, payable to Bill's Small Engine for the purchase of the mower. Payable from the General Fund.

Motion Alderperson Jenkins, second Alderperson Gould that the council approve an expenditure of $2,934.00, for the Cutright Park Renovation Project. Payable from the General Fund.

Motion Alderperson Jenkins, second Alderperson Braun that the council approve an expenditure not to exceed $700.00, payable to Hoerr Nursery, for the purchase of four trees, one for Moffitt Park and three for Cutright Park. Payable from the General Fund.

PUBLIC WORKS COMMITTEE:

Motion Alderperson Gould, second Alderperson Bredeman that the council approve an expenditure of $9,030.00, payable to Illinois Central College, for two public works employees to attend the CDL training course. Payable as follows: $4,515.00 from the Water/Sewer Fund and $4,515.00 for the Road and Bridge Fund.

Motion Alderperson Gould, second Alderperson Sharp that the council approve an expenditure in the amount of $2,651.00, payable to Centre State International Truck, for the purchase of

parts for the repair of public works Truck 28. Payable from the Road and Bridge Fund.
