The Lewistown City Council met in the Council Chambers at 6:15 p.m. for public hearing on the Robert Hazzard property pre-annexation.
PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, Kim Pascal, and Mayor Doug Lafary. Also, present City Clerk Cindy Goddard, Treasurer Deb Brown
No one present to object to the Robert Hazzard Property being pre-annexed into the city.
Meeting adjourned at 6:17 p.m.
The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, Kim Pascal, and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Public Works Director Evinn Palmer, Police Chief Merrill and City Attorney Nathan Collins.
ABSENT: Alderman John Spotloe.

The Mayor requested a moment of silence for Bud Stockham, a previous alderman that passed away.
CLERKS REPORT/MINUTES:
Alderperson Clark made a motion to approve the minutes of October 11, 2022, second by Alderperson Long roll call vote, the motion carried all ayes.
City Clerk Cindy Goddard. A reminder for the election on April 4, 2023 the Wards that are up for re-election are Ward 1, Jim Long, Ward 2 Brad Ward and Ward 3, Kim Pascal. Packets need picked up to get signatures.
Also, need to have a Finance Committee Meeting (Sally, Brad, John and Mayor Lafary) on Monday November 7, with the accountant to discuss Tax Levy Ordinance. What time is good 9:00? Yes, all agree 9:00 a.m. is fine.
TREASURER'S REPORT: Debbie Brown.
Treasurer report for September given to all alderman.
ATTORNEY'S REPORT: Attorney Nathan Collins. Nothing at this time.
ENGINEER'S REPORT: Keith Plavec. No Engineer present.

Finance/Insurance/Zoning - Alderperson Clark: Nothing to report.
Sewer - Alderperson Spotloe: Nothing to report.
Streets & Allies - Alderperson Miller: Nothing to report.
Police/ESDA-Alderperson Ward: Nothing to report.
Water - Alderperson Miller: Nothing at this time.
Utilities/Publications - Alderperson Long: Nothing to report.
Public Buildings & Grounds - Alderperson Long: Waiting on bid for front door at Visitors Center because it sticks bad. Looking for someone to redo the kitchen floor at the Visitors Center also.
Tourism – Alderman Pascal: This Thursday is movie night, showing Hocus Pocus 2, at Visitors Center. Weiner Roast, side x side trick or treating and spook trail all on Saturday starting at 4:00 p.m. Then Sunday at Nazarene Church will have trunk or treat. Monday the 31st is Trick or Treat in town and at the Grade School.
Tax Increment Financing – Alderperson Spotloe: Absent.
Citizens Committee - Amanda Smith absent but relayed message that they are extending and accepting forms for the housing grants.
Christmas Committee - Kenny Haacke at meeting last night it was decided that out of the Christmas fund we will purchase the Community Tree, The Fallen Police Tree, and a tree for the VFW since they donate all the food for the spaghetti supper. Parade at 1:30 p.m. to bring in Santa so participants are needed for parade. Free hot chocolate, hot dogs, chips and cookies. Trees coming from Farm King again this year. Next meeting Nov. 14 at 6:00 to finalize plans at the Visitors Center, everyone welcome to help.
WORKS DIRECTOR'S REPORT Evinn Palmer Director - At this time waiting on parts for vac truck, bobcat working again, took personnel policy to Attorney Collins to look at and revise. Working on the spook trail, and want to put up posts in November for the Christmas Trees. Cleaning up around buildings. Getting snow plows ready for winter. The new Music in The Park shed is getting plastered on the inside, still need to put everything back in it when done.
UNFINISHED BUSINESS:
1. Discuss/Approve Pre-Annexation Agreement regarding Robert Hazzard property - Bob and Beth Hazzard needed to connect to city water because well went dry. No one disapproved at the public hearing that was at 6:15 p.m. Motion by Alderperson Miller, to approve the Pre-Annexation Agreement between the City of Lewistown and Robert and Beth Hazzard, second by Alderperson Long, roll call vote motion carried all ayes.
2. Discuss/Approve Resolution for Robert Hazzard Pre-Annexation - Motion by Alderperson Miller, second by Alderperson Clark to approve the Resolution for Robert and Beth Hazzard Pre-Annexation, roll call vote motion carried all ayes.
3. Discuss/Approve TIF Ordinance between The City of Lewistown and RJH Enterprises, Inc. & Billie Simmons - Motion by Alderperson Clark, second by Alderperson Long, to approve the TIF Ordinance between The City of Lewistown and RJH Enterprises, Inc and Billie Simmons for a $19,930.28 grant for an out-door eating area that is connected to the building, roll call vote, motion carried all ayes.
4. Discuss/Approve TIF Ordinance between The City of Lewistown and Billie Simmons (3 Businesses Property) - Motion by Alderperson Long, second by Alderperson Clark, to approve the TIF Ordinance between The City of Lewistown and Billie Simmons for a $31,050.00 five-year forgivable loan, and a $10,350.00 lump sum grant, for blacktop parking lot at the 3 Business's on South Main, roll call vote motion carried all ayes.
NEW BUSINESS:
1. Discuss/Approve proceeding with Extension of TIF for next 12 years City Clerk explained that we need to start sending out letters to all the taxing bodies to begin the process for the extension of TIF to continue the next 12 years, if the time ends in 2026 then have to start all over with the process. Motion by Alderperson Clark and second by Alderperson Long to proceed with the Extension of the TIF for the next 12 years, roll call vote, motion carried all ayes.
PRESENTATION OF BILLS:
Alderperson Long made a motion to approve all bills properly endorsed; Seconded by Alderperson Clark roll call vote, the motion carried with all ayes.
CLOSED SESSION: Motion to go into closed session by Alderperson Miller, second by Alderperson Clark, motion carried. At 7:00 p.m. closed doors.
Doors opened 7:44, back to regular session. No one to come back in.

Alderperson Miller made a motion to adjourn at 7:45 p.m.; Seconded by Alderperson Long, motion carried all ayes.
