City of Marquette Heights City Council met Nov. 14.

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

ROLL CALL

Aldermen present for Roll Call: Alderman Little, Amundson, Neumann, Neuhaus, and Greiner.

Also present were Clerk Steele, Treasurer Harris, Attorney Hermann, Public Works Director Brown, Police Chief Merritt, and Office Manager Minson

Absent: Alderman Naugle, Fire Chief Hermacinski, and Building Inspector Dearborn.

REPORTS OF CITY OFFICIALS

Mayor

On Wednesday, November 17, Office Manager Minson and Mayor Hamm will meet with Good Energy.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neuhaus

Last week there were four emergency curb stops repaired.

Water employees are helping complete street department tasks.

A case of water meters has been ordered.

Call for Executive Session on Section 5 ILCS 120/2c:1

Law Enforcement – Alderman Naugle

New cameras have arrived for the squad car.

Streets – Alderman Little

Revised MFT amendment on consent agenda tonight.

Street sweeping commencing this week.

Both plow trucks are loaded and ready for snow.

Alternator replaced in Truck 316.

Street Superintendent interviews will be conducted Tuesday and Thursday of this week.

Public Buildings / Parks – Alderman Greiner

Rec Association requested to change locks at concession stand and storage containers in Independence Park.

Leaf mulching, mowing.

Attempted fire arson at Independence Park baseball dugout.

Christmas lights going up next week.

Fiscal year budget for utilities not on target.

ADA restrooms back on track before January 21st rebid.

Fire – Alderman Amundson

Hose testing complete.

Two supply lines failed during inspection.

Planning – Alderman Neumann

Update on grant process with grant writer.

Building Inspector – Dana Dearborn

CONSENT AGENDA:

1. Approve October 24, 2022, Regular Council Meeting Minutes.

2. Approve October 24, 2022, Executive Council Minutes.

3. Approve November 7, 2022, Executive Council Minutes.

4. Approve Bi-Monthly Expenditures in the amount of $95,077.97.

5. Approve $3,119.79 to Better Banks for monthly Fire Engine 313 loan payment.

6. Approve Resolution amending agreement with Men’s Club of Central Illinois regarding addition of 2 wooden fence posts behind Spook Hollow building.

7. Approve $640.00 to Mid-West Truckers Association for yearly charge for 8 employees.

8. Approve amendment to MFT General Maintenance for calendar year 2022 submitted to IDOT for $65,000.00.

9. Approve purchase of Street Dept. spreader drive motor from Koenig not to exceed $900.00.

10. Approve $2,500.00 to Macqueen for fire department replacement part.

11. Approve $744.30 to AEC for preventive maintenance on extrication equipment.

12. Approve $5,931.20 to Southern Illinois University for police academy training for Skylar Coryell.

13. Approve $561.72 to Best One for two tires for Squad 19-1.

14. Approve ordinance amendment for sewer tap-in fees.

15. Approve ordinance amendment for water tap-in fees.

ITEMS REMOVED FROM CONSENT AGENDA:

Alderman Little made a motion seconded by Alderman Greiner to remove Item #6, Item #14, and Item #15 from the Consent Agenda.

Alderman Neuhaus address Item #6. Stating the amendment does not accurately state dimensions and placement of gate behind city owned building. The office will include dimensions and distance in placement of gate poles.

Alderman Little wanted residents to know the reason behind the amendment to Items #14 and #15. The justification for price adjustment was necessary to meet current cost for tap-in fees.

APPROVE CONSENT AGENDA:

Alderman Greiner made a motion to table the approval of the resolution amending agreement with Men’s Club of Central Illinois regarding addition of 2 wooden fence posts behind Spook Hollow building. Seconded by Alderman Neuhaus. Roll Call Vote: All Ayes. Motion passed.

Alderman Little made a motion, seconded by Greiner to approve ordinance amending sewer tap-in fees. ORD # 930. Roll Call Vote: All Ayes. Motion passed.

Alderman Little made a motion, seconded by Greiner to approve ordinance amending water tap-in fees. ORD # 930. Roll Call Vote: All Ayes. Motion passed.

Alderman Little made a motion, seconded by Alderman Greiner to approve the Consent Agenda in its entirety, with exceptions to #6, #14 and #15. Roll Call Vote: All Ayes, Motion passed. .

NEW BUSINESS

1. Alderman Neumann made a motion, seconded by Amundson to approve $900.00 to Glassey & Glassey Appraisal Services for recertification of appraisals for the properties on Main Street & Joliet Road. Roll Call Vote: All Ayes. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY.

Part-time employee will be available for plowing season.

Alderman Greiner will be guest reader at National Family Reading Night at the Library on Thursday, November 17th, at 7 p.m.

Christmas Tree Lighting is schedule for December 4th at 7 p.m.

Christmas Photo Event November 26th at the fire deck located at City Hall.

Alderman Neuhaus made a motion, seconded by Neumann, to enter Executive Session at 7:32 p.m. for purpose of discussion of a certain personnel compensation and semi-annual review of closed meeting minutes. Roll Call Vote: All Ayes. Motion passed.

Council exited Regular Session and entered Executive Session at 7:35 p.m.

Council resumed Regular Session at 8:14 p.m.

ADJOURNMENT

Alderman Greiner made a motion, seconded by Alderman Little, to adjourn the regular City Council Meeting at 8:14 p.m. Roll Call Vote: All Ayes. Motion passed.
