City of Chillicothe City Council met Nov. 28.

Here are the minutes provided by the council:

A regular meeting of the City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session in person November 28, 2022 at 7:00 PM with Mayor Michael D. Hughes presiding and with proper notice having been posted.

Mayor Michael D. Hughes called the meeting to order at 7:00 P.M.

The Pledge of Allegiance, to the Flag of the United States of America, was recited.

Chairman Hughes directed Clerk Byrnes to take roll.

Chairman Hughes declared a Quorum present.

The Minutes of the Regular Council Meeting held on November 14, 2022 was presented. Motion Alderperson Braun, second Alderperson Gould, that the Council dispense with the reading of the Minutes of the November 14, 2022 Regular Council Meeting and approve the Minutes as presented.

Motion Carried Via Voce Vote.

PETITIONS AND COMMUNICAITONS BY THE CLERK:

Clerk Byrnes presented the following committee minutes:

CLERK COMMUNICATIONS:

Clerk Byrnes presented the following communications:

1. Second Quarter Budget Review - November 2022

Motion Alderperson Braun, second Alderperson Gould, that the minutes as presented be accepted and the communications as presented by Clerk Byrnes be accepted and placed on file. Motion Carried Via Voce Vote.

PETITIONS AND COMMUNICAITONS FROM THE MAYOR AND ALDERPERSONS:

Alderperson Jenkins reported an ongoing complaint from Landon Dunbar regarding trash, and discarded appliances at the residence 1317 N. First Street, Ohlman home. The property will continue to be monitored by the City of Chillicothe Police Department and issues addressed with the occupant.

Alderperson VanBruwaene reported a complaint from a resident about the unmarked intersection at Ash and First Street regarding children playing in the street while JT Fennell employee vehicles are exiting and entering the property during shift change. It was the consensus of the council to move this issue to the Public Safety Committee.

PRESENTATION OF BILLS, TRANSFERS AND PAYROLLS FOR PAYMENT AND DISCUSSION:

Motion Alderperson VanBruwaene, second Alderperson Braun, that the bills as presented be paid and the payrolls and transfers be approved.

MAYOR HUGHES:

Motion Alderperson Jenkins, second Alderperson Bredeman, that the council approve the donation request from community Needs Agency requesting a donation of $1,000.00, for annual fundraiser and Christmas Basket Campaign.

FINANCE COMMITTEE:

Motion Alderperson VanBruwaene, second Alderperson Jenkins, that the council approve a Christmas bonus of $175.00 for full time and part time active employees. Payable from the General Fund, Water/Sewer Fund and Road and Bridge Fund.

ECONOMIC DEVELOPMENT:

Motion Alderperson Connor, second Alderperson Sharp, that the council approve an expenditure of $97,333.98, payable to Otto Baum Inc, for sidewalk and curb installation. Payable from the TIF Business Account.

Motion Alderperson Connor second, Alderperson Gehrig, that the Council approve an expenditure of $2,500.00, payable to Greater Peoria Economic Development Council for the 2022-2023 membership dues investment. Payable from the General Fund EDC.

Motion Alderperson Connor, second Alderperson Jenkins, that the council approve an expenditure of $5,000.00, payable to TMW for the submission of the ITEP Bike Path Grant. Payable from the General Fund EDC.
