City of Chillicothe Public Safety Committee met Feb. 7.

Here are the minutes provided by the committee:

Members of the Public Safety Committee met in person on February 7, 2023 at 4:30 p.m. in the council chambers at City Hall. 

Members of the Committee present:

Assistant Fire Chief Dave Price

Acting Chairman Braun called the meeting to order at 4:30 p.m. 

Public Comment: 

Mr. Joe Harper, owner of property at 1021 N Second St., advised the Committee that all exterior complaint renovations have been completed. Mr. Harper stated that he will not be renewing the lease for the current tenants. 

Mr. George Mattson, property owner at 133 W Southbay expressed concern to the Committee that traffic traveling north from Cloverdale onto Second St. often enter the blind intersection possibly causing an accident. 

Purpose: 

BUDGET 22-23 

Chief Cooper reported all line items were within budget guidelines. 

ORDINANCE TRAFFIC SCHEDULE – FIRST & ASH 

City Attorney Kevin Day has the Ordinance complete and will be presented at the February 13, 2023 Council Meeting. 

BUDGET 23-24 

Chief Cooper reported the Police Department budget has been submitted for review. 

SPECIAL EVENT REQUEST: 

Clerk Byrnes presented the request as submitted by the Chillicothe Fire Department for a Centennial Parade to be held Saturday May 6, 2023 from noon to 4:00 p.m. The consensus of the Committee was to present the request at the February 13, 2023 Council meeting. 

SPECIAL EVENT REQUEST: 

Clerk Byrnes presented the request as submitted by the Optimist Club for Homerun Festival to be held Saturday June 3, 2023 from 9:00 a.m. to 7:00 p.m. The consensus of the Committee was to present the request at the February 13, 2023 Council meeting. 

PARKING - CEDAR STEEET ACROSS FROM PEARCE COMMUNITY CENTER: 

Chief Cooper advised the Committee that the existing "No Parking" signs located there were not listed in the City Cod, therefore not enforceable by the Police Department. 

Several options were discussed by the Committee, no action was taken, the consensus of the Committee was to continue to monitor and discuss at future Public Safety Committee meetings. 

THREE-WAY STOP SIGN – CLOVERDALE RD AND SECOND STREET: 

After Committee discussion and public comment it was the consensus of the Committee to move to Council for City Attorney Kevin Day to draft an Ordinance to Amend the Traffic Schedule for 2 stop signs, located at North & South Second Street at Cloverdale Rd., making this intersection a 3-way stop. 

REQUEST: 

Clerk Byrnes presented the request as submitted by the American Legion Post #9 for live entertainment in their outdoor pavilion on Sunday March 5, 2023. The band Whiskey River will play from 2:00 - 5:00 p.m. This will be a benefit for Anita Ward. The consensus of the Committee was to present the request at the February 13, 2023 Council meeting. 

MEG - Fiduciary: 

Chief Cooper advised the Committee the process of rollover to Tazewell County has begun and he will keep the Committee undated. 

UPDATE: CHILLICOTHE POLICE DPARTMENT: 

Chief Cooper gave a report on impounded vehicles and ordinance zone statistics. 

Chief Cooper advised the Committee that the department will be transitioning to a Digital Crash 

Report at no cost to the City. 

UPDATE: CHILLICOTHE COMMUNITY FIRE DISTRICT: 

Assistant Fire Chief Dave Price reported a total of 50 calls to date for 2023. Assistant Fire Chief advised the Committee that a letter was drafted by the Fire District this week and mailed to the City of Chillicothe business owners requesting donations to purchase fire prevention equipment. He advised the Committee that in the event a business owner contacts City Hall, the Mayor, 

Alderpersons or the Police Department regarding the letter, the letter is not a scam and they can contact the Chillicothe Fire District for additional information. 

NEW/OLD PROPERTY MAINTENANCE: 

1021 N Second Street - Chief Cooper advised the Committee that he spoke with property owner Mr. Joe Harper regarding the complaint, and all exterior complaint renovations have been completed. 

OLD BUSINESS: 

1007 Santa Fe - This property will continue to be discussed in future Public Safety Meetings.
