City of Chillicothe Finance Committee met Aug. 16.

Here are the minutes provided by the committee:

The finance committee met on August 16, 2023, at 4:30 p.m., in the council chambers at City Hall. Present: Chairman Vanbruwaene, Alderperson Sharp, Alderperson D. White, Mayor Hughes, Office Manager Passage,

Chairman Vanbruwaene called the meeting to order 4:30 p.m.

PUBLIC COMMENT

No Public Comment

PURPOSE

First Quarter Budget 23-24 Review - Office Manager Passage presented the first quarter budget review. A review of the revenue and expenses was held. Office Manager Passage stated that all fund looked good, however the water/sewer fund chart shows that expenses has exceeded revenue. Chairman Vanbruwaene stated that the water rates are still being reviewed for an increase. Intergovernmental Agreement – Chillicothe Sanitary District - Office Manager Passage stated that paragraph five of the intergovernmental agreement addresses the topic of the city billing and collecting for the Sanitary District, along with the fee the city received for said service. The fee was set to run through September 2023. Office Manager Passage stated that she has contacted the Sanitary District to see what their intentions are regarding the fee and they responded that they will have John Merdian, representative, contact the city. The consensus so of the committee was to continue with the current fee should it extend after the September 2023 date.

Tax Levy - Office Manager Passage advised the committee that the tax levy needs to be passed before December. A discussion was held regarding any increase the city would take. After discussion it was the consensus of the committee to hold to the 4.9% increase. Office Manager Passage stated that she is waiting on the audit to be completed as the actuarial for the police pension will not be issued until they receive the audit.

Water Rate Analysis - Nothing to report

Update - City Hall Renovation Project - Chairman Vanbruwaene advised the committee that the lead person with Keach Architect firm who was handling the city's renovation project has retired. He advised that he should have an update by the end of the year.
