City of Chillicothe Public Safety Committee met Sept. 5.

Members of the Public Safety Committee met in person on September 5, 2023 at 4:30 p.m. in the Council Chambers at City Hall.
Public Safety Committee members present at the meeting in the Council Chambers: Chairman Jenkins, Alderperson T. White
Public Safety Committee members absent: Alderperson Bredeman
Others in attendance in the Council Chambers: Clerk Byrnes, Police Chief Cooper, Alderperson Sharp.
Chairman Jenkins called the meeting to order at 4:30 p.m.

Purpose:
SPECIAL EVENT REQUEST:
2nd Annual Riverfront Party as submitted by Amy Holocker of Moontower to be held 9/30/2023 from 11:00a.m. to 11:00 p.m., with open container. It was the consensus of the committee to move this agenda item to Council for approval.
LOUD MUSIC COMPLAINT:
Chairman Jenkins addressed a complaint received in the City Clerk's office on August 24, 2023. The complaint stated that inappropriately loud music from the beer garden of a local establishment was being played well past City noise ordinance hours on both weekdays and weekends. The music was being played even while the beer garden was closed and disruptive to neighbors who wanted to sit outside of their homes or trying to sleep. Chief Cooper did speak to the residents regarding their complaint. To date Chief Cooper has not been able to reach the owners of the establishment to address the issue. Chief Cooper will continue to reach out to the owners and report back at the next Public Safety Meeting.
SIDE BY SIDE VEHICLES:
Chairman Jenkins addressed the Committee referencing an email from City Attorney Kevin Day and the City Ordinance 22-08-32, the Illinois Vehicle Code (625 ILCS 5/1-100 et seq) stating a recreational off-highway vehicle cannot be more that 64 inches in width. (See attached Ordinance) (See attached email). After discussion if was the consensus of the Committee that no changes to the Ordinance are recommended at this time.
UPDATE: CHILLICOTHE POLICE DEPARTMENT:
Chief Cooper provided a report on impounded vehicles and ordinance zone statistics. (See attached) Chief Cooper reported the Safety Act would go into effect September 18th, 2023.
UPDATE: CHILLICOTHE COMMUNITY FIRE DISTRICT:
Assistant Fire Chief Dave Price was absent from the Public Safety meeting.
NEW/OLD PROPERTY MAINTENANCE:
1042 Second Street -Alderperson T. White informed the Committee he had been in contact with Shirley Loser owner of Covered Wagon Crafts, she was unable to attend tonight's meeting, however, she has obtained repair estimates and has the funds for the repairs which she hopes will begin in November 2023.
1007 Santa Fe - Chairman Jenkins informed the Committee he had received an email from City Attorney Kevin Day regarding this property (See attached) after discussion it was the consensus of the Committee to move this agenda item to Council to pursue foreclosure and have the Council authorize the City Attorney to file a petition with Peoria County.
236 Cloverfield – Chairman Jenkins informed the Committee he had received an email from City Attorney Kevin Day (See attached) stating he was still waiting on contact information for the executor of the Estate of Larry Hendrickson. This agenda item will continue to be followed at the next Public Safety meeting.
Alderperson Sharp reported a property maintenance issue to Chief Cooper, the South East corner of Wilmot and Hoyt. This has been forwarded to Chief Cooper for investigating.
Alderperson Sharp also reported traffic concerns at the parking lot of Cutright Park, this has been forwarded to the Chief Cooper for investigation.
