City of Chillicothe Economic Development Committee met Sept. 12.

PURPOSE:
Budget Review
Director Beadles reported the balances on the TIF Central, HELP Façade, interest on TIF and HELP loan accounts and Consultant Budget. She reported the City Engineer has reviewed Windmill Properties expenses and had verified they met their portion of the redevelopment agreement. Windmill Properties can begin drawing on the TIF Grant. She reported Sweet Finds has submitted invoices for their portion and she was in the processes of reviewing.
Delinquent HELP Loans
Attorney Day reported to the committee that he had sent the collection letter as requested by the ED Committee. He reported Nick Phillips of Nick's Autobody was planning to make a payment by the end of the month.
Website - Purchase Business directory
Director Beadles discussed the need for a website business directory. She shared the Revize business directory from the Lebanon Ohio's website. Discussion ensued. The consensus of the committee was to continue to pursue details of who would be responsible for the upkeep of the directory and report back at next meeting.
Bike Path - SRTS Resolution
Director Beadles presented a Safe Routes to School Resolution and two display boards (one of the SRTS path and one of the bike path master plan). Discussion ensued. The consensus of the committee was to have the attorney review the resolution and take to council for approval and to have Director Beadles check to see if it is a reimbursable grant.
Christmas Tree Lighting
Director Beadles reported Picket Fence was unable to order a large Christmas Tree and she would be pursuing other avenues for a tree at city park. She reported connecting with Elle Day of Jingle Holiday Lights, a holiday lighting company out of Peoria. The committee said to check with Ross Tree Farm.
Marketing & Tourism - Additional Funding
Director Beadles discussed the options for additional M&T funding using gaming income. Discussion ensued. The consensus of the committee was wait for further discussion until after the Judicial meeting in which the use of Hotel/Motel Tax on Vacation Rentals was reviewed.
Grant Updates
DCEO HR220075 - $400,000 - Director Beadles reported the city receiving a working capital advance of $116,300 to cover design engineering and land purchase. She also reported the grant manager has reviewed monthly submissions and has corrections.
DCEO SR220071 - $250,000 - Director Beadles reported receiving information from the grant manager to fill out and return.
ARPA - Director Beadles reported the ARPA budget.
3021.50 MTD, 84,394.25 YTD - remaining 615,398.75 (12% to budget)
CDBG - Director Beadles reported the City of Chillicothe is non-fundable due to the low water rates and she would review rates with Office Manager Passage to double check the figures for a final ruling.
Attorney Day updated the ED Committee on the HELP loan at 1249 Fourth Street. During the discussion the committee recommended to go into closed session. Chairperson Connor motioned to go into closed session. Alderperson Gehring 2nd and all present voted in favor. None opposed.
The Committee went into closed session.
