City of Marquette Heights City Council met Oct. 23.

Here are the minutes provided by the council:

TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

ROLL CALL

Aldermen present for Roll Call: Alderman Joos, Amundson, Neumann, Neuhaus and Babb.

Also present were Clerk Steele, Deputy Treasurer Reynolds, Police Chief Merritt, Building Inspector Dearborn, Attorney Herman, Deputy Clerk Minson, Fire Chief Hermacinski, Street Superintendent Smith and Water Superintendent Merritt.

Absent: Alderman Greiner.

REPORTS OF CITY OFFICIALS

Mayor

Closing of Kona Ice property at 102 Joliet is completed.

Clerk

No Report.

Treasurer

Reported that a formal investment policy is in the works and reminded all that we need to think in long term when discussing strategic planning. A depreciation schedule was given to department heads to use as tools for future purchase decisions.

Attorney

Class action PFAS attorneys are in the process of gathering information.

Building Inspector/ Code Enforce

Dana to speak to contact re: 1118 Wesley Rd. about work to be done.

Communication

None.

Citizens Wishing to Address the Council

None.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neumann

Hoping to have Chem room electrical done by end of November. Will be scheduling the replacement of valves. Chet working on the gathering of information for PFAS.

Law Enforcement – Alderman Amundson

No Report.

Streets – Alderman Joos

Chipper repair done. The bucket truck has fuel pump problems. Storm drains will be done before winter. Dump bed for truck still on hold.

Public Buildings / Parks – Alderman Greiner

Absent. Morton Aupperle’s has the cement bunker. Tim Smith and Chief have been discussing these for the use on the Park n Ride and the squad garage.

Fire – Alderman Greiner

Had the 300th call for the year.

Planning – Alderman Babb

Executive Session to set the price of property for sale.

CONSENT AGENDA:

1. Approve October 9, 2023, Regular Council Meeting Minutes.

2. Approve October 9, 2023, Executive Minutes.

3. Approve Bi-Monthly expenditures in the sum of $222,454.59.

4. Approve $510.00 to Mid-West Truckers Association for 2024 annual drug testing for 6 employees.

5. Approve additional $106.19 to Vermeer for chipper repairs. Original approval for $2,143.04 on September 25, 2023. Total bill: $2,249.23.

6. Approve $1,936.00 to Core & Main for valve installation hardware.

7. Approve $2025.00 to Midwest Business Networking for IT support. Admin: $1620.00. Police: 405.00.

8. Approve $9,671.40 to TC3 for Police Dept. quarterly dispatch service.

9. Approve $1,074.60 to TC3 for Water Dept. quarterly dispatch service.

10. Approve $54.983.28 to RMA for General Fund 2024 annual contribution and member dues.

11. Approve $45,018.14 to RMA for Water Dept. 2024 annual contribution and member dues.

12. Approve employees Christmas party at Gills Supper Club, not to exceed $1,500.00.

13. Approve amendment to MFT General Maintenance for calendar year 2023 submitted to IDOT for $63,987.24.

14. Approve $500.00 deductible payment to Piercy Body & Paint for fire truck repairs.

ITEMS REMOVED FROM CONSENT AGENDA:

None.

APPROVE CONSENT AGENDA:

Alderman Neumann made a motion, seconded by Alderman Neuhaus to approve the Consent Agenda in its entirety. Roll Call Vote: All Ayes. Motion passed.

NEW BUSINESS

None

CITIZENS WISHING TO ADDRESS COUNTIL

None.

ANY OTHER BUSINESS PERTAINING TO THE CITY.

Chris Carroll from the Rec Association addressed concerns with the council, that he feels should be addressed with an ordinance regarding Mayor Hamm.

Alderman Babb made a motion to exit regular Council Meeting and enter Executive Session for the discussion of setting of the price of different properties. Alderman Neumann seconded. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session and entered executive session at 7:31 p.m.

Council resumed regular session at 7:53 p.m.

ADJOURNMENT

Alderman Neumann made a motion, seconded by Alderman Babb, to adjourn the regular City Council Meeting at 8:05 p.m. Roll Call Vote: All Ayes. Motion passed.
