City of Chillicothe Judicial Committee met Oct. 25.

The Judicial Committee met on October 25, 2023 at 4:30 p.m., in the council chambers at City Hall.
Present: Chairman D. White, Alderperson Sharp, Alderperson Bredeman, Attorney Day, Office Manager Passage,
Absent: Mayor Hughes
Chairman D. White called the meeting to order at 4:30 p.m.

PURPOSE
Ground Mounted Solar - Attorney Day presented the ordinance addressing ground mounted solar. A review of the ordinance and guidelines was held. See attached ordinance and guidelines. A discussion was held regarding the potential requirement visibility from street was held. The consensus of the committee was to remove that requirement from the ordinance, as the other requirements would help control visibility.
A review was held regarding property in a non-conforming use. The consensus of the committee was to prohibit ground mounted solar on property that is non-conforming.
Chairman White explained that the attorney would make the changes to the draft of the ordinance and the ordinance will be sent to the Plan Commission to hold a public hearing. The target date for the public hearing would be the First Tuesday in December. Chairman White will report to the council at the November 13, council meeting the status of the ground mounted solar ordinance. The target date to present the proposed ordinance to council would be at the December 11 council meeting.
Chairman White advised that the next topic for discussion would be massage establishments.
A brief overview was given regarding massage establishment and the consensus of the committee was to discuss this topic and the remaining topics below at the next Judicial meeting.
