City of Chillicothe City Council met Jan. 22.

Here are the minutes provided by the council:

A regular meeting of the City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session in person January 22, 2024 at 7:00 P.M with Mayor Michael D. Hughes presiding and with proper notice having been posted.

Mayor Michael D. Hughes called the meeting to order at 7:00 P.M.

The Pledge of Allegiance, to the Flag of the United States of America, was recited.

Chairman Hughes directed Clerk Byrnes to take roll.

Physically Present: Mayor Michael D. Hughes

City Clerk Jill M. Byrnes

Absent:

Treasurer B.L. Bredeman

Alderpersons Present: Barry Bredeman, Patricia Westerman-Connor, Courtney Gehrig, Jeff Jenkins, Gary Sharp, Jacob VanBruwaene, Donald White, Timothy White

Alderpersons Absent:

None

Also Physically Present:

Office Manager Denise Passage

Police Chief Jeremy Cooper

City Attorney Kevin Day

Economic Development Director Amanda Beadles

Chairman Hughes declared a Quorum present.

The Minutes of the Regular Council Meeting held on January 8, 2024 were presented. Motion Alderperson Jenkins, second Alderperson VanBruwaene, that the Council dispense with the reading of the Minutes of the January 8, 2024 Regular Council Meeting and approve the Minutes as presented.

Motion Carried Via Voce vote.

PETITIONS AND COMMUNICATIONS BY THE CLERK:

Clerk Byrnes presented the following Committee and Commission Minutes:

1. Police Commission-12/19/2023

2. Public Safety Committee - 1/2/2024

3. Finance Committee - 1/10/2024

4. Judicial Committee 1/11/2024

5. Cemetery & Parks Committee - 1/16/2024

6. Public Works Committee - 1/17/2024

Clerk Byrnes presented the following reports:

1. City Engineer - 1/17/2024

I am in receipt of 2 applications to re-zone, 809 North First Street and a vacant lot on First Street. These will be referred to the Plan Commission for a hearing date.

I am in receipt of a letter from Gary Fyke, Chairman Police Commission which reads:

Chief Cooper Chillicothe police Department, Mayor Hughes and members of the Chillicothe City Council,

The Chillicothe Police Commission is pleased to announce that David Buchanan has accepted our offer of employment as a probationary officer. Per Chief Cooper's request, David will begin his employment on January 31, 2024.

Please join us in welcoming David to our Department.

Motion Alderperson D. White, second Alderperson T. White, that the petitions and communications as presented by Clerk Byrnes be accepted and placed on file. Motion Carried Via Voce vote.

PETITIONS AND COMMUNICAITONS FROM THE MAYOR AND ALDERPERSONS:

COUNCIL COMMITTEE COMMUNICATIONS:

Alderperson Jenkins stated he had received positive comments from residents for the Public Works Department regarding the recent snow removal.

ANYONE WITH BUSINESS CONCERNING CITY GOVERNMENT:

None

MAYOR HUGHES

Mayor Hughes introduced Kevin Yates CPRP, Executive Director Chillicothe Park District for an overview of the Chillicothe Park District and Chillicothe Parks Foundation. Mr. Yates explained the positive economic impact the Park District has on the area with 9 facilities, increase in property values, employment, capital projects and supporting construction jobs. The 2.1 million dollar improvements to Shore Acres Parks is expected to be completed December 2025. Refer to the Chillicothe Park District website for updates and upcoming events.

Motion Alderperson VanBruwaene, second Alderperson T. White, that the bills as presented be paid and the payrolls and transfers be approved.

Roll Call Vote was:

Ayes: Bredeman, Connor, Gehrig, Jenkins, Sharp VanBruwaene, D. White, T. White

Nays: None

Chairman declared motion carried.

PUBLIC WORKS COMMITTEE:

Motion Alderperson Sharp, second Alderperson VanBruwaene, that the Council approve an expenditure of $74,368.08, payable to Tax-Exempt Leasing Corporation, for the second

payment for the Vactor Truck. Payable for the Water/Sewer Fund.

Discussion: Alderperson Sharp, Alderperson VanBruwaene and Office Manager Denise Passage, all offered an explanation and uses for the Vactor Truck to the Council.

Roll Call Vote was:

Ayes: Bredeman, Connor, Gehrig, Jenkins, Sharp VanBruwaene, D. White, T. White

Nays: None

Chairman declared motion carried.

Motion Alderperson Sharp, second Alderperson Bredeman, that the Council approve an expenditure of $973.00, payable to Plum Creek, for the sewer installation at 130 S. Bay Drive. Payable from the Water/Sewer Fund.

Roll Call Vote was:

Ayes: Bredeman, Connor, Gehrig, Jenkins, Sharp VanBruwaene, D. White, T. White

Nays: None

Chairman declared motion carried.

HUMAN RESOURCES COMMITTEE:

Alderperson Gehrig, second Alderperson Jenkins, that the Council accept the letter from Gary Fyke, Chairman of Board of Police Commission, stating that David Buchanan has been selected to fill the position of Probationary Patrolman for the Police Department, at a starting wage of $32.59, effective January 31, 2024.

Discussion: Chief Cooper gave a brief employment history on David Buchanan.

Ayes: Bredeman, Connor, Gehrig, Jenkins, Sharp VanBruwaene, D. White, T. White

Nays: None

Chairman declared motion carried.

Motion Alderperson Jenkins, second Alderperson D. White, to adjourn at 7:41 p.m.
