Village of Bellevue Board of Trustees met Feb. 27.

Here are the minutes provided by the board:

I. CALL TO ORDER

The Village of Bellevue Mayor called the Village of Bellevue meeting to order at the Village Hall. He indicated that an audio tape recording was made of all discussions during the Regular Session.

The Meeting was called to order at 6:00 p.m.

II. ROLL CALL

Mayor Merriman asked for Roll Call Attendance to be taken by the Village Clerk.

Present: Mayor Dean Merriman, Trustee Aaron Lannert, Trustee Sandra Cooper, Trustee Judith Wight, Trustee Leroy Wiseman

Absent: Trustee Paul Eichhorn, Trustee Ross Pesch

Also in Attendance: Attorney Lane Alster; Steve Wilson, Village Maintenance; Matthew Raible, Village Zoning Officer; Susan Pesch, Village Clerk; Theresa Johanson, Village Treasurer; Derek Roemer, Limestone Township Supervisor; Tim Menefee, Village Business Owner

III. ACTION ITEMS

A. Trustee Lannert moved to approve the Regular Session Minutes held on February 13, 2024. Trustee Wiseman seconded the motion.

Voice Vote: All Ayes

Motion Passed

B. Trustee Lannert moved to approve the Bills for February 27, 2024. Trustee Wiseman seconded the motion.

Roll Call Vote: Ayes: 6

Nays: 0

Motion Passed

IV. PRESENTATION FROM THE AUDIENCE

*All public comments are limited to 3 minutes per person

Mr. Roemer informed the Board members that the YMCA is doing a walkability study with Norwood School District #63 next Tuesday from 9:00 a.m. to 12:00 p.m. They will walk the local vicinity and go back to the school. It would be great for the Village to participate. Both schools have been invited.

Mr. Roemer stated that the Limestone Chamber of Commerce is hosting an after-hours event at Better Banks on March 13 from 5:00 p.m. to 7:00 p.m. Everyone is welcome to attend.

Mr. Menefee commented that the Village has serious criminal issues. Mayor Merriman stated that the Sheriff needs to reach out to him so they can build a case. Board members discussed nuisance properties and getting the evidence of regular police activity.

V. NON-AGENDA BUSINESS BY BOARD MEMBERS AND VILLAGE EMPLOYEES

Mr. Wilson stated that one of the ordinances needs to be changed. There is a vacant house on Limestone Ave. using the property for storage. Trailers and cars are being stored at this home. Some of the properties have been vacant for 10 and 20 years. Trustee Wight asked if this could be included in the newsletter.

Mr. Wilson informed Board members that the business district will require 5-year and 10- year plans. He asked if a committee needs to be set up. Attorney Alster commented that he is waiting to get the sales tax information.

Mrs. Johanson stated that QuickBooks has the previous treasurer’s name and will need to be put in her name.

Trustee Lannert inquired about the status of the change in homes to 800 square feet. Attorney Alster responded that it is scheduled for the last meeting in March.

Trustee Lannert asked about the camper parked behind the 50/50 restaurant. Mr. Raible stated that he spoke with the restaurant owner. The camper is being worked on. No one is living in the camper.

VI. ACTION ITEMS

A. Approval to hire an appraiser. Item removed from the agenda. Mr. Wilson informed the Board members that Mike recommended an appraiser. The cost was $1,600 to have 320 S. Main St. appraised. Mayor Merriman explained that they could look around for another appraiser. The building is zoned C-1. The Board can always change the restrictions in the future. Mr. Wilson said the starting amount could be $25,000. There is no plumbing, hot water, and not much square footage. Mayor Merriman stated that the item could be tabled until they reached out to a few people.

Mayor Merriman asked for a motion to adjourn. Trustee Lannert moved to adjourn the meeting. Trustee Wight seconded the motion.

Voice Vote: All Ayes

Motion Passed
