City of Lewistown City Council met Feb. 27.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Mayor

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Administrative Assistant Levi Peitzmeimer, Public Works Director Evinn Palmer, and City Attorney Nathan Collins. ABSENT: Alderperson John Spotloe

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Miller made a motion to approve the minutes of February 13, 2024, second by Alderperson Clark, the motion carried all ayes.

Report- City Clerk Cindy Goddard went to home show, talked to window a few window companies and a person that could possibly redo the Visitors Center floor. She mentioned maybe use TIF money to get new windows in City Hall and get it tuck pointed. All agree good idea.

TREASURER'S REPORT: Debbie Brown. Report provided to council.

ATTORNEY'S REPORT: Attorney Nathan Collins. A draft of a C1 ordinance was given to Levi Peitzmeimer to look at; it is for the new Casey's gas station that is going in on corner of Main and Avenue E.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: None

COMMITTEE REPORTS:

Finance/Insurance/Zoning – Alderperson Clark: Nothing to report.

Sewer - Alderperson Spotloe: Absent.

Streets & Allies - Alderperson Levingston: Working on getting a restroom at the city garage. Restroom removed quite a while ago. Need drain field put in. Jodi Grigsby would like 2 to 3 parking spaces in front of the Boutique. If given to her then everyone would want one.

Police/ESDA-Alderperson Ward: Nothing to report.

Water - Alderperson Miller: In new business.

Utilities/Publications – Alderperson Long: Nothing to report.

Public Buildings & Grounds - Alderperson Long:

Tourism - Alderman Miller: Alderperson Clark said benefit for Cooper family fish fry was great that the community came together for this family.

Tax Increment Financing - Alderperson Spotloe: Absent.

Citizens Committee - Amanda Sutphen Nothing

Christmas Committee - Kenny Haacke Nothing.

WORKS DIRECTOR'S REPORT - Evinn Palmer Director has one issue working with St. James Church spot on East Macarthur, parking problems. They don't like people parking on the sidewalk want parallel parking. Maybe they need to come to council meeting if there is a problem or maybe talk to their congregation.

UNFINISHED BUSINESS: Nothing.

NEW BUSINESS:

1. Discuss/Act Upon Charging residents for frozen Water meters – Alderperson Levingston said 9 meters froze in December. Residents are not taking any action to keep them from freezing. The new meters are $150.00 a piece. Attorney Collins explained what portion of the water line is the resident's responsibility. Motion by Alderperson Levingston that the home owner pays for the new meter after they freeze and break because of neglect, second by Alderson Miller, roll call vote, motion carried all ayes.

PRESENTATION OF BILLS:

Alderperson Miller made a motion to approve all bills properly endorsed; Seconded by Alderperson Long roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Ward made a motion to adjourn at 6:57 p.m.; Seconded by Alderperson Miller motion carried all ayes.
