City of Chillicothe Public Safety Committee met March 5.

Here are the minutes provided by the committee:

Members of the Public Safety Committee met in person on March 5, 2024 at 4:30 p.m. in the Council Chambers at City Hall.

Public Safety Committee members present at the meeting in the Council Chambers: Acting Chairman T. White, Alderperson Bredeman

Public Safety Committee members absent: Chairman Jeff Jenkins

Others in attendance in the Council Chambers: Mayor Hughes, Clerk Byrnes, Police Chief Cooper, Interim Fire Chief Jim Benisch, Alderperson Sharp

PUBLIC COMMENT:

Curt Lane, 1359 N. Second Street, expressed to the Committee concerns about speeding vehicles and motorcycles on N. Second Street, North of Court Street. Mr. Lane suggested to the Committee posting both speed limit signs and the addition of a stop sign to slow traffic. Chief Cooper offered to have an officer monitor the traffic flow and report back to the Committee with findings. The consensus of the Committee was to further discuss at the next Public Safety meeting.

PURPOSE:

SPECIAL EVENT REQUEST:

"Crafts on the River" - Fall Craft Show as submitted by Connie Ware to be held Saturday September 14, 2024 from 9:00 a.m. to 3:00 p.m., at Cutright Park. The consensus of the Committee was to have this agenda item moved to Council for approval.

SPECIAL EVENT REQUEST:

"Tri 2 Beat MS" Kids Triathlon as submitted by Leann Stickel to be held Saturday June 8, 2024 from 8:00a.m.-11:00 a.m., at Shore Acres Park. The consensus of the Committee was to move this agenda item to Council for approval.

SPECIAL EVENT REQUEST:

"Easter Egg Round Up" as submitted by Shirley Loser to be held on Saturday March 30, 2024 at City Park beginning at 8:00 a.m. The consensus of the Committee was to move this agenda item to Council for approval.

APPLICATION FOR LIVE ENTERTAINMENT:

Application for live entertainment as submitted by the American Legion Post #9, the band "The Old Souls" to play Sunday March 24, 2024 from 2:00 p.m. - 6:00 p.m. in their beer garden/outdoor pavilion. The consensus of the Committee was to move this agenda item to Council for approval.

PURCHASE OF AMMUNITION:

Chief Cooper requested that the Committee consider the purchase of 3000 rounds of duty ammunition for the department at a cost of $1,024.00. Payable from the Police Protection Fund. The consensus of the Committee was to move this agenda item to Council for approval.

SUE COFFMAN – VICIOUS DOG ATTACK ORDINANCE:

Chief Cooper was able to locate a new address of the dog owner which was reported to PCAPS. PCAPS will follow up with the owner if additional action is to be taken. Updates will be discussed at the next Public Safety meeting.

DISCUSSION – DISASTER PLAN:

No update to report. This agenda item will continue to be discussed at the next Public Safety Committee meeting.

UPDATE: CHILLICOTHE POLICE DEPARTMENT:

Chief Cooper reported to the Committee the impounded vehicles and ordinance zone statistics report had not yet been completed for the month. Chief Cooper reported that since the addition of online investigations, 3 arrests have been made. Officer Jared Farrance is in the final phase of his field training and is scheduled to be released next week. Officer Buchanan is still recovering from injuries sustained while on duty, he has been cleared for desk duty.

UPDATE: CHILLICOTHE COMMUNITY FIRE PROTECTION DISTRICT:

Interim Fire Chief Jim Benisch reported to the Committee that they have responded to 119 calls to date this year. Interim Fire Chief Benisch informed the Committee that an ad had been placed for the Fire Chief position. Interim Fire Chief Benisch reported to the Committee that he had received an application request from Pyrotechniq Inc. for a Pyro Dome display for Solshine Festival to be held Memorial Day weekend at Three Sister's Park. His recommendation was to deny the request based on the Chillicothe Fire Protection District was solely a volunteer department, he felt they did not have the resources or expertise to safely monitor such a display. After a lengthy discussion is was the consensus of the Committee to deny the request. A denial letter and the minutes from this Public Safety meeting will be drafted and sent to the applicant by the City Clerk.

UPDATE-DOLLAR GENERAL:

Interim Fire Chief Benisch reported to the Committee that he had done a follow up inspection at Dollar General, he found 2 carts filled with merchandise to be distributed on the shelves blocking an aisle, they were removed. This agenda item is considered resolved.

NEW/OLD PROPERTY MAINTENANCE:

301 W. Maple - Property Maintenance, Interim Fire Chief Benisch reported that all exterior issues other than the replacement of the missing siding had been resolved. The owner of the property Darin Seibel was contacted and assured Interim Fire Chief Benisch that the siding would be replaced as soon as weather permits. Interim Fire Chief Benisch will do a follow up visit on the property to address the interior issues that were cited in the initial report presented by Former Assistant Fire Marshall Dave Price on December 5, 2023. Updates will be discussed at the next Public Safety meeting.

1317 N. First Street - Property Maintenance, Chief Cooper reported to the Committee that a court date was set for February 15, 2024, the property owners failed to appear. A $200.00 and $100.00 (court fees) fine was issued to the property owners. A recent drive by on the property by the Police department noted additional issues, which will result in a citation. Interim Fire Chief Benisch will begin the process to deem the garage structure a dangerous building. City Attorney Kevin Day is investigating a possible nuisance ordinance for chronic offenders. Updates will be discussed at the next Public Safety meeting.

1007 Santa Fe - Dangerous Building - Acting Chairman Tim White reported to the Committee that City Attorney Kevin Day has not yet received a date for demolition from current property owner Judith DiBernardino. Updates will be discussed at the next Public Safety meeting.
