Peoria County Board - Finance Audit and Legislative Affairs Committee met March 26.

Call to Order

Chairperson Williams called the meeting to order at 3:00 p.m.

A motion to approve the participation of Mr. Phelan via teleconference was made by Mr. Reneau and seconded by Ms. Daley. The motion carried unanimously.

Ms. Groves Allison enters the meeting.

Approval of Minutes

A motion to approve the minutes of November 28, 2023, January 3, 2024 and February 27, 2024 was made by Mr. Salzer and seconded by Ms. Daley. The motion carried (11-0).

Informational

➢ Monthly Financial Report

Ms. Kusturin provided an overview of financial activity through December 31, 2023. Highlights include:

• Long-Term Care Services Fund – it is estimated that this fund should be positive mid FY24

• The County is currently at 93.7% of its budgeted revenue for FY23.

• The County is currently at 73.8% of its budgeted expenditures for FY23.

➢ Heddington Oaks Financial Report

Ms. McCord provided a summary of Heddington Oaks accounts receivable as of December 31, 2023 and stood for questions.

➢ February 2024 Accounts Payable Review

Ms. McCord directed committee members to the submitted report and stood for any questions. Ms. McCord addressed questions related to purchase of food and the IRS and the County’s policies on food purchases.

➢ FY23 (and prior) to FY24 Purchase Order Encumbrance Rollover

Ms. McCord directed committee members to the submitted report and stood for any questions

➢ Peoria County Capital Projects, Funding Sources, and Progress

Ms. McCord gave an overview of a new report that will be included in the Finance and Infrastructure Committees packets going forward. The report will include each project, its funding source(s), amount spent in prior fiscal years, amount spent to date in the current fiscal year, project balance, and total project budget.

Ms. Williams directed the committee members to the line on the report labeled “Projects for the Board to Determine in FY24 (ARPA)” and asked Mr. Sorrel to elaborate. Mr. Sorrel advised that to date, that is the amount of original allocation that has been not previously designated by policy of the Board. Mr. Sorrel stated that at a future Executive Committee Meeting, some ideas and recommendations would be brought forward on how to allocate the last $955,000. Committee discussion ensued.

Mr. Sorrel gave an update regarding ARPA funds for broadband in the County.

Public Comments

Chairperson Williams called for any public comment. There were no public comments.

Miscellaneous

Mr. Salzer stated that he preferred having committee meetings in boardroom as it is harder to hear in the conference room.

The meeting was adjourned by Chairperson Williams at 3:51 p.m.
