City of Chillicothe Public Safety Committee met April 2.

Here is the agenda provided by the committee:

Members of the Public Safety Committee met in person on April 2, 2024 at 4:30 p.m. in the Council Chambers at City Hall.

Public Safety Committee members present at the meeting in the Council Chambers: Chairman Jeff Jenkins, Alderperson T. White

Public Safety Committee members absent: Alderperson Bredeman

Others in attendance in the Council Chambers: Mayor Hughes, Clerk Byrnes, Police Chief Cooper, Interim Fire Chief Jim Benisch, Alderperson Sharp, Alderperson Connor

PUBLIC COMMENT:

PURPOSE:

PYRO DOME DISPLAY – SOLSHINE FESTIVAL-THREE SISTER'S PARK:

Chairman Jenkins informed the Committee he had received a phone call from lan Goldberg to reconsider allowing the Pyro Dome display that was denied at the previous Public Safety meeting held on March 5, 2024. Mr. Goldberg was instructed to contact Interim Fire Chief Jim Benisch, per Mr. Benisch he did so and was explained the reasons for the denial. Mr. Goldberg informed Mr. Benisch he would be reaching out to other Fire Departments for possible assistance with the display. Chillicothe Fire Protection District Board President Kevin Peterson, 21203 N Blue Ridge, Chillicothe informed the Committee he had contacted their attorney and was advised that involving a Fire Department from outside the City of Chillicothe would be illegal. The consensus of the Committee was to honor the initial denial of both the Public Safety Committee and Chillicothe Fire Protection District for the Pyro Dome display. This agenda item is now considered resolved.

SPECIAL EVENT REQUEST:

"Chilli Days" as submitted by the Chamber of Commerce to be held Sunday June 9, 2024 to June 15, 2024 at City Park. The consensus of the Committee was to move this agenda item to Council for approval.

SPECIAL EVENT REQUEST:

"Run for the Health of It" annual SK, 2 mile walk, as submitted by Pearce Community Center to be held Saturday July 13, 2024 from 7:00 a.m. - 9:00 p.m. The consensus of the Committee was to move this agenda item to Council for approval.

SPECIAL EVENT REQUEST:

"2nd Saturday Market", as submitted by Cindy Scime of Little Shop of Hoarders, to be on Saturday April 13, 2024 from 10:00 a.m. to 3:00 p.m. The consensus of the Committee was to move this agenda item to Council for approval.

REQUEST FOR LIVE ENTERTAINMENT:

Request for live entertainment as submitted by the American Legion Post #9, to be held Sunday April 21, 2024 in their outdoor pavilion from 3:00 p.m. to 6:00 p.m. The consensus of the Committee was to move this agenda item to Council for approval.

SUE COFFMAN – VICIOUS DOG ATTACK ORDINANCE:

Chief Cooper informed the Committee that the dog owner had relocated outside of the City, however per Becky Spencer of PCAPS the dog owner has been cited as a "Dangerous Dog Owner". This agenda item is now considered resolved.

DISCUSSION – STOP SIGN – SYCAMORE STREET & PRAIRIE SPRINGS:

After discussion it was the consensus of the Committee to instruct City Attorney Kevin Day to draft an Ordinance to amend the traffic schedule to allow for stop signs to be placed East and West at Sycamore Street & Prairie Springs.

DISCUSSION – STOP SIGN – N. SECOND & COURT STREET:

Chief Cooper reported to the Committee there was not accident data to support a stop sign, after discussion it was the consensus of the Committee to deny placing a stop sign at this time. The intersection will continue to be monitored by police presence.

DISCUSSION – SPECIAL EVENT GUIDELINES FORM:

Alderperson T. White explained to the Committee what was discussed from the previous Public Safety meeting regarding amending the guidelines to emphasize the 30 day notice of Special Event Requests, and possibly eliminating the Public Works Department from the responsibility of providing picnic tables from City parks to accommodate Special Event Requests. After discussion it was the consensus of the Committee to amend the guidelines form to reiterate the need for the 30 days' notice and to contact Superintendent Sutherland for additional information on the picnic tables. The form will be amended after all changes have been discussed with the Committee. This agenda item will continue to be discussed at the next Public Safety meeting.

DISCUSSION - DISASTER PLAN:

No update to report. This agenda item will continue to be discussed at the next Public Safety Committee meeting.

TRAINING-SCHOOL OF POLICE STAFF & COMMAND:

Chief Cooper addressed the Committee with a request to attend the training to be held November 11, 2024 - March 14, 2025 at Illinois Central College (see attached flyer). The cost is $4,600.00, payable from the Police Protection Fund. It was the consensus of the Committee to move this agenda item to Council for approval.

UPDATE: CHILLICOTHE POLICE DEPARTMENT:

Chief Cooper reported to the Committee no statistics report was available. Chief Cooper stated the golf cart stickers have been printed in anticipation of the upcoming annual golf cart renewal. No update on Solshine Festival.

NEW/OLD PROPERTY MAINTENANCE:

301 W. Maple - Property Maintenance - Interim Fire Chief Benisch reported to the Committee he had contacted the property owner to discuss pending options regarding the property and encouraged him to attend the Public Safety meeting with no response. This agenda item will continue to be discussed at the next Public Safety meeting.

1317 N. First Street - Property Maintenance - Chief Cooper reported to the Committee that the Public Works department had been given notice to abate the property. Interim Fire Chief Jim Benisch did draft a Notice of Violation on the property and will contact Superintendent Sutherland as to when the property will be abated to then mail the violation letter.

1007 Santa Fe - Dangerous Building - Alderperson Tim White reported to the Committee that City Attorney Kevin Day has not yet received a date for demolition from current property owner Judith DiBernardino. Updates will be discussed at the next Public Safety meeting.
