I. APPROVAL OF MINUTES

Member Duncan moved to approve the March 14th, 2024, minutes, and Member Salzer seconded.

The minutes were approved by a unanimous roll call vote of 16 ayes.

Member Groves-Allison entered the meeting.

Chairman Dillon recognized Member Groves-Allison on her 5-year achievement.

Chairman Dillon recognized Kathi Urban and thanked her for everything she has done for the county, being the chair of the land use committee.

III. CITIZENS' REMARKS

Lori Van Heil, a volunteer of United Sovereign Americans, not an official spokesperson, addressed the Board regarding our states voting database. Ms. Van Heil noted an audit, accurate and legally compliant, needs to be conducted. Ms. Van Heil stated that they are here today for support from the Board to listen to the resolution, ask questions, and vote promptly for the resolution's passage.

Mary Jane Silvestri, a volunteer of United Sovereign Americans, not an official spokesperson, presented the resolution for a Legally Valid 2024 General Election. Michelle Peterson, a volunteer of United Sovereign Americans, not an official spokesperson, continued to present the resolution for a Legally Valid 2024 General Election.

Babe Paukstys, a volunteer of United Sovereign Americans, not an official spokesperson, continued to present the resolution for a Legally Valid 2024 General Election. Ken Zitko, an Illinois State Chapter Director for United Sovereign Americans, not an official spokesperson, concluded the resolution for a Legally Valid 2024 General Election. Mr. Zitko concluded the powerfully written resolution outlining massive inaccuracies in the 2022 election from registration to certification. Mr. Zitko urged the Board to show agreement by passing the resolution, and if they are unable, to invite them back as an agenda item. Mr. Zitko compelled the Board to check out their website, Unite4freedom.com.

Teresa Armstrong, a volunteer of United Sovereign Americans, not an official spokesperson, explained what was heard regarding the trustworthiness of Illinois elections.

IV. CONSENT AGENDA

Member Blair moved to approve the consent agenda, and Member Ruhland seconded.

The consent agenda was approved by a unanimous roll call vote of 18 ayes.

C2. The Finance Department's report of expenditures from Accounts Payable system is accessible at www.peoriacounty.gov/199/Transparency-Portal.

C3. Monthly Delinquent Taxes

C4. A Resolution from the Ways and Means Committee recommending approval of the 2024 Additional Appropriation from surplus reserves in the VAC Fund 2620.

C5. A resolution from the County Operations Committee recommending approval of a two-year contract for the use of NACo’s Public Promise SAVI tool.

C6. A resolution from your County Operations Committee recommending approval of Worker’s Compensation Settlement in Case 010015-006379-WC-01.

V. ZONING ORDINANCE AND RESOLUTIONS

1. Case #ZBA-2024-005, Petition of John Parshall

Member Rosenbohm moved to approve the petition, and Member Daley seconded.

The petition passed by a unanimous roll call vote of 18 ayes.

2. Case #ZBA-2024-009, Petition of Four Creeks, LLC

Member Rosenbohm moved to approve the petition, and Member Daley seconded.

Member Rosenbohm clarified this petition is for wind towers to measure the wind speed to help determine if a wind tower farm could be placed in the northern part of the County.

Member Elsasser stated no-one objected, but that he has constituents that felt they are not being heard. He spent time providing them with more professional information regarding the wind towers and addressing their concerns.

The petition passed by a unanimous roll call vote of 18 ayes.

3. Case #ZBA-2024-013, Petition of Michael P. Cochran

Member Rosenbohm moved to approve the petition, and Member Daley seconded.

Member Rosenbohm stated that this request meets all zoning requirements, and he would be supporting it.

The petition passed by a unanimous roll call vote of 18 ayes.

4. A resolution from your Executive Committee recommending approval of Amendment #9 to the Peoria Urban Enterprise Zone Designating Ordinance & Intergovernmental Agreement

Member Rosenbohm moved to approve the resolution, and Member Groves Allison seconded.

The resolution passed by a roll call vote 17 ayes and 1 nay, with Member Williams voting nay.

VI. MISCELLANEOUS AND ANNOUNCEMENTS

Member Ruhland regarded Kathi Urban of the Zoning Office. He noted experience working with all her predecessors, and stated her effort, fairness, demeanor, and professionalism rank her as the best among those, and as a builder in the Peoria area, he will miss her.

Chairman Dillon said he found a fun fact about Kathi Urban. He noted that she was not a planner, and that she had business degree, started in an administrator role, and worked her way to the top.

Member Phelan informed the Peoria Sister City Internation Night is Friday April 26th at the Itoo Hall on Farmington Road. He noted there will be small traditional meals from each represented city for $1-$3 each.

Member Kelch mentioned receiving a call from a resident that had a dead deer in his front yard. The resident commended Jeff Gilles, from the Highway Department, for being there within an hour to get the deer removed. He also welcomed Chairman Dillon back. Member Bryant mentioned the Peoria Public School International Teacher Exchange multicultural event at the museum on Saturday April 13th.

Member Blair discovered that her father in Lubbock, Texas watches most meetings and wished him a Happy Birthday.

Member Groves-Allison shared from a Township Officials Meeting that she was asked to share their gratitude and appreciation for the Sheriff's and Assessor's departments. Member Reneau mentioned the wellness program, "Spring into Summer", encouraging the Board to join the challenge as Team County Board!

Member Williams thanked Rob for keeping her motivated.

Member Rosenbohm thanked Kathi for all the work that she has done and how helpful she has been with the land use committee. He stated he receives less calls from constituents about zoning complaints.

Member Salzer doted on the Peoria Sister City International night and how he hasn't missed it once.

Member Elsasser noted his constituents thanked him for his quick responses. He said he is going to try to get signed up in time for the wellness program, as he already drinks about a gallon of water a day, walks 20 minutes a day at the farm, and goes to the health club 3 times per week.

Clerk Parker shared about the Peoria Women's Club Luncheon on Thursday April 18th at 11:30am. She noted the luncheon is a fundraiser for the Woodruff culinary program. The cost is $50 per ticket, and $40 goes directly to the culinary program.

There being no further business before the Board, the Chairman announced the meeting was adjourned.
