City of El Paso City Council will meet Aug. 7.

Notice of Public Hearing

Business District Plan for the Proposed El Paso Downtown Business District

The City of El Paso is considering adopting a Business District Plan for the proposed El Paso Downtown Business District pursuant to the Illinois Business Development and Redevelopment Law (65 ILCS 5/11-74.3-1 through 3-7). The area being considered includes that part of the City of El Paso, Woodford County, Illinois, lying South of First Street, North of Main Street, East of Fayette Street, and West of Pine Street.

This notice includes the following information:

1. The City will hold a public hearing on the proposed Business District Plan and designation of the Business District on Wednesday, August 7th, at 6:00 PM at City Hall, 125 West Front Street, El Paso, Illinois 61738.

2. The boundaries of the El Paso Downtown Business District include 23 business addresses within the land, lying South of First Street, North of Main Street, East of Fayette Street, and West of Pine Street and is more particularly described as follows:

Legal Description: Blocks 39-45 inclusive in the original town, now City of El Paso, Blocks 11 – 18 inclusive in Wathen’s Addition, Blocks 19 and 20 in Gibson’s Addition, and that portion of the City of El Paso lying South of First Street, North of Main Street, East of the West Y-connection abandoned railroad tract, and West of the East Y connection railroad tract located between Front Street and Main Street in the City of El Paso, together with all included alleys and any streets adjacent to the blocks described above.

3. The Business District Plan for the El Paso Downtown Business District provides for renovation of deteriorated buildings and site improvements and other statutorily eligible activities to facilitate the redevelopment of or other private investment in property in the Business District. A portion of the funds necessary to pay Business District project cost are to be derived from a proposed 1% Business District Retailers Occupation Tax and a proposed 1% Business District Service Occupation Tax.

4. Any person is invited to submit alternate proposals or bids for any proposed conveyance, lease, mortgage, or other disposition by the municipality of land or rights in land owned by the municipality and located within the proposed business district; and such other matters as City of El paso shall deem appropriate. For the City owns property within the Business District. The City of El Paso owns land at 37 East Front Street and 39 East Front Street.

5. A copy of the Business District Plan is available for public inspection at City Hall.

7. All interested people will be given an opportunity to be heard at the public hearing.

At the public meeting, any interested person or representative of an affected taxing district may be heard orally and may file, with the person conducting the meeting, statements that pertain to the subject matter of the meeting.
