City of Chillicothe Public Safety Committee met July 2.

Here are the minutes provided by the committee:

Members of the Public Safety Committee met in person on July 2, 2024 at 4:30 p.m. in the Council Chambers at City Hall.

Public Safety Committee members present at the meeting in the Council Chambers: Chairman Jeff Jenkins, Alderperson Bredeman

Public Safety Committee members absent: Alderperson T. White, Interim Fire chief Jim Benisch

Others in attendance in the Council Chambers: Mayor Hughes, Chief Cooper, Clerk Byrnes, Alderperson Sharp

PUBLIC COMMENT:

Rebecca Hawkins, 301 W. Maple, addressed the Committee with concerns that this property was previously reported in the March 5, 2024 minutes as resolved, (see attached) however Rebecca reports tires, tree trimmings, holes in the siding where birds have been nesting, damage to the 2 front doors, the left door is currently locked, the fire escape has loose boards and exposed nails, there are no emergency lights in the stairway which was an issue during a recent city wide power outage and fascia has been missing but worse now since the recent storm. Chairman Jenkins explained and apologized to Rebecca that due to the absence of Interim Fire Chief Jim Benisch he did not have an update on the property. Chairman Jenkins and Chief Cooper both stated they would reach out to Interim Chief Benisch for an update and report at the next Public Safety Committee meeting.

PURPOSE:

DISCUSSION - SPECIAL EVENT FORM/INSURANCE:

Per minutes dated June 4, 2024 the Guidelines Form has been updated by Clerk Byrnes (see attached), no other changes to be made at this time, this agenda item is considered resolved.

SPECIAL EVENT REQUEST:

"Logan Street Block Party" as submitted by Kim Higdon to be held on Saturday July 27, 2024 from 4:00 p.m. to midnight. The consensus of the Committee was to move this agenda item to Council for approval pending appropriate certificate of liability insurance is submitted.

DISCUSSION DISASTER PLAN:

Chief Cooper reported no update, this agenda item will continue to be followed at the next Public Safety Committee meeting.

WAIVE FIREWORKS LICENSE FEE - J & M DISPLAYS, INC.

Clerk Byrnes stated that historically the $50.00 application fee has been waived as a donation to the 4th of July Fireworks Display. After discussion it was the consensus of the Committee to move this agenda item to Council for approval.

PROPERTY MAINTENENACE - DOCUMENTATION - PHOTOS:

Chairman Jenkins reported to the Committee that he had spoken with Superintendent Shawn Sutherland and photos and documentation will be taken of any property maintenance complaint that results in abatement of the property both before and after the property is abated by the Public Works Department. This agenda item is considered resolved.

UPDATE: CHILLICOTHE POLICE DEPARTMENT:

Chief Cooper reported no report was available on impounded vehicles and ordinance zone statistics due to this meeting occurring early in the month. Chief Cooper reported he does have 3 officers currently out on medical leave, however the 4th of July Fireworks at Three Sister's Park will be fully staffed.

UPDATE: CHILLICOTHE FIRE PROTECTION DISTRICT:

Interim Fire Chief Jim Benisch was absent from tonight's meeting.

NEW/OLD PROPERTY MAINTENANCE:

301 W. Maple - Property Maintenance - See Public Comment

1007 Santa Fe - Dangerous Building – Chairman Jenkins reported to the Committee that said property had to date still not been demolished. Updates will be discussed at the next Public Safety Committee meeting.

1411 Cutright - Property Maintenance - Chief Cooper reported to the Committee that said property had been mowed. Updates will be discussed at the next Public Safety Committee meeting.

222 Hickory - Property Maintenance - Chief Cooper reported to the Committee that said property yard waste complaints would be addressed with the property owner this week. Updates will be reported at the next Public Safety Committee meeting.

1353 N Second - Property Maintenance - Chief Cooper reported he had contacted the individual who made the complaint and she will be contacting Roto Rooter directly for any damage to her property made by them while repairing the sewer issues. Public Works department will abate said property now that sewer issues have been completed. Remaining issues will be addressed with the property owner. Updates will be discussed at the next Public Safety Committee meeting.

411 N Third - Property Maintenance - Chief Cooper reported no update at this time. Updates will continue to be discussed at the next Public Safety Committee meeting.

1042 N Second - Property Maintenance - Chief Cooper reported no update at this time. Updates will continue to be discussed at the next Public Safety Committee meeting.
