City of El Paso City Council met July 15.

Here are the minutes provided by the council:

A Regular Meeting of the El Paso City Council was called to order by Mayor Price on July 15, 2024 at 7:00 PM.

Council Members Present: Brucker, Howard, Kilpatrick, Moore, Mool and Ragusa. Absent: None. It was reported the meeting is being recorded.

Present in Person:

Director of Public Services Barry Kauther, Treasurer Linda Haas, Administrative Assistant Sandee Kessinger, Operations Manager Casey Jones, Clerk David Fever and Recreation Supervisor Colton Scott. Also present: Karen Wilkey, Teresa Gauger, Lisa Hocker, Julie Hagard, Clinton Barker and Jenny Kearney as the local press.

Also present by Zoom Application: Name on zoom software was Kim.

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Mool, seconded by Ragusa to approve the agenda as presented.

Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of the July 1, 2024 City Council Meeting were presented in written form.

Parks and Recreation Committee: The minutes of the July 8, 2024 City Parks and Recreation Committee Meeting were presented in written form.

Register of Bills: The Register of Bills in the amount of $ 86,744.37 as of July 15th was presented.

Treasurer's Report: The Treasurer's report for the month ending June 30, 2024 showing investments, revenue and expenses was presented in written form.

Approval of Consent Agenda: Motion by Kilpatrick, seconded by Mool to approve items on consent agenda. Voice call vote taken of all ayes.

Public Comments: None.

Old Business: None.

New Business:

Proposed Ordinance 1077: Motion by Kilpatrick, seconded by Ragusa to approve proposed Ordinance 1077, An Ordinance Rezoning a Portion of McClellan's Addition from A-2 to RC. Roll call vote taken of Ayes: Kilpatrick, Ragusa, Moore, Mool and Howard. Abstain: Brucker. Nays: None.

South Pointe Park Parking Lot Construction: Motion by Mool, seconded by Moore to add an additional 68 cement parking spaces to lot west of roadway into park, estimated cost of $132,000 which will be funded with ARPA funds. Roll call taken of all ayes.

Director of Public Service: Report was presented in written form and he spoke brief of 'Birth to Five' brochure past out for Council input.

Mayor's Report: The Mayor had nothing to report.

City Council Comments: Alderman Brucker thanked City Employees for repairing a water leak on the Fourth of July.

Police Chief Report: The Chief was absent.

Operations Supervisor: Casey's report was given in written form and when asked he reported public works mowed a portion of the lot east of PW to accommodate a Life Flight Helicopter to land for transporting an injured person from an accident at Main and Adams last week.

Parks and Recreation Report: Colton's report was given in written form and he reminded that a Golf Outing to benefit South Pointe Park will be Friday.

Attorney Stoller was absent.

City Clerk: Clerk reported sales tax revenue for April up about 15% and off about 4% for first four months of 2024 from same period in 2023. He also gave notice of a Hearing to be held August 6, 2024 at 6:00 P.M. Concerning a proposed business district.

Motion by Moore seconded by Kilpatrick to adjourn. Voice vote taken of all ayes. Meeting adjourned at 7:34 PM.
