City of Chillicothe Public Safety Committee met Sept. 3.

Here are the minutes provided by the committee:

Members of the Public Safety Committee met in person on September 3, 2024 at 4:30 p.m. in the Council Chambers at City Hall.

Public Safety Committee members present at the meeting in the Council Chambers: Chairman Jeff Jenkins, Alderperson T. White, Alderperson Bredeman

Public Safety Committee members absent: None

Others in attendance in the Council Chambers: Mayor Hughes, Chief Cooper, Clerk Byrnes, Alderperson Sharp, Interim Fire Chief Jim Benisch

PUBLIC COMMENT:

Curt Lane, 1359 N 2nd Street, addressed the Committee with a concern that he had been approached by a panhandler twice in one day asking for money, both a Taco Bell and Dollar General. He stated that when he told said panhandler he did not have any money, only cards, the panhandler asked him to go to the ATM for cash. Chief Cooper explained to Mr. Lane that if the business property that said panhandler is on notifies the Police department a trespassing report will be filed, therefore warranting an arrest the next time said panhandler is on their property.

Chairman Jenkins announced that if anyone in the audience was here for the 3-way stop sign for West Court and North Second Street that is listed on the agenda he had reviewed the petition and felt it was valid to pursue. The consensus of the Committee was to move this agenda item to Council to have the City Attorney draft an Ordinance to amend the traffic schedule allowing the 3 way stop sign. (See attached petition)

Ray Nicklin, 216 Sandyshores Dr., Amanda Allington, 208 Sandyshores Dr., Eric Anderson, 1307 Harborway Dr., Leslie Isbell, 1521 Harborway Dr., and Bill Dwyer, 1409 Harborway Dr., all addressed the Committee with concerns of speeding and visibility issues throughout Riversound Subdivision. Their request was to have the speed limit reduced to 20 mph. Suggestions from the residents consisted of, signage, increased patrols, electronic monitoring system, and traffic calming tables. Chief Cooper suggested they write down the license plate number and a description of the vehicle they feel is speeding and report it to the Police Department. Alderperson T. White and Chairman Jenkins stated that per the City Attorney a traffic study by the City Engineer is required to amend the maximum speed limit. The maximum speed limit could be lowered to 20 mph but the engineering or traffic investigation would establish the appropriate limit between 30 mph and 20 mph. Chairman Jenkins stated he would be contacting City Engineer Horton for a possible traffic investigation.

Bill Dwyer, 1409 Harborway Dr., addressed the Committee with concerns of continued solar soliciting. Chief Cooper informed Mr. Dwyer to ask the solicitor to show their city license, if they can not or will not produce a license inform them they will need to report to City Hall to obtain a license and if soliciting persists contact the Police Department.

SPECIAL EVENT REQUEST:

"Castin Relief's - 4th Annual Catfish Tournament", to raise money for cancer patients, as submitted by Kalan Blum of Castin Relief, on Saturday September 28, 2024, from 4:30 a.m. to 5:30 p.m. It was the consensus of the Committee was to move this agenda item to Council for approval.

SPECIAL EVENT REQUEST:

"Block Party" as submitted by Marti Jones, 1021 Woodbine Drive, on Saturday September 28, 2024, from 3:00. to 9:00 p.m. It was the consensus of the Committee was to move this agenda item to Council for approval.

NEW/OLD PROPERTY MAINTENANCE:

301 W. Maple - Property Maintenance – Interim Fire Chief Benisch reported that he had met with Dawn, of Our House Your Home Property Management, LLC and an extensive inspection was performed on the property. Interim Chief Benisch reported that yard clean up had begun, as well as siding replacement. No Notice of Violation/Inspection Report was presented by Chief Benisch.

Per Chief Benisch tenants were notified that a follow up inspection would be completed next week.

1007 Santa Fe - Dangerous Building – Chairman Jenkins announced that a demolition permit was obtained by property owner Judith DiBernardino and said property has been demolished. This agenda item is considered resolved.

1411 Cutright - Property Maintenance - Chief Cooper reported to the Committee that an abatement letter has been issued, he has still had no contact with the property owner. Chairman Jenkins announced that he would be contacting City Attorney Day for guidance on how to proceed with this property. Updates will be discussed at the next Public Safety Committee meeting.

1353 N Second - Property Maintenance - Chief Cooper reported that due to continued reports on this property he will contact the property owner. Updates will be discussed at the next Public Safety Committee meeting.

411 N Third - Property Maintenance - Interim Fire Chief Jim Benisch did not present a Notice of Violation to the Committee. Updates will be discussed at the next Public Safety Committee meeting.

1042 N Second - Property Maintenance - Alderperson T. White stated property owner still had one window to replace. Updates will be discussed at the next Public Safety Committee meeting.

423 Moffitt - Old Orchard Apartments - Property Maintenance - Jackie Jordan, 423 W Moffitt addressed the Committee with a list of complaints on said property. (See attached). Per property maintenance policy Chairman Jenkins asked Chief Benisch to inspect the property and report back to the Committee with findings.
