IV. CONSENT AGENDA (including reports to be filed)

C1. The Treasurer report consisting of the Bank and CD's Portfolio for the month of August 2024 and Revenue & Expenditure Reports for August 2024.

C2. The Finance Department’s report of expenditures from the Accounts Payable system is accessible at https://www.peoriacounty.gov/199/Transparency-Portal.

C3. A resolution (items 1-34 conveyances; items 35-38 reconveyances) from the Ways and Means recommending that the County Board Chairperson be authorized and directed to execute deeds of said property to the highest bidder and be authorized to cancel the appropriate Certificates of Purchase. This resolution shall be effective ninety days from October 10, 2024, and any transaction between the parties involved not occurring within this period shall be null and void.

C4. A resolution from your Executive Committee recommending approval of the use of the American Rescue Plan Act funds to acquire Parcel ID 14-15-200-017, an unimproved 53.596-acre tract.

C5. A Resolution from your Executive Committee recommending approval of a settlement of civil litigation in the amount of $175,000.00.

C6. A resolution from your Public Safety and Justice Committee recommending approval of the FY25 Organized Retail Crime (ORC) Agreement with the office of the Attorney General, State of Illinois in the amount of $52,117.00, and appropriation of this grant funding into the Sheriff’s Office FY 2024 budget.

C7. A resolution from your Public Safety and Justice Committee recommending approval of a 3-Year agreement between the Peoria County Sheriff’s Office and Wellpath for Jail detainee mental and medical healthcare services for the Peoria County Jail in the amount of $8,743,715.00.

C8. A resolution from your Public Safety and Justice Committee recommending approval of the SFY25 Juvenile Justice Council Grant Agreement with the Illinois Department of Human Services in the amount of $128,378.00.

C9. A resolution from your Public Safety and Justice Committee recommending approval of the SFY25 Juvenile Redeploy Grant Agreement with the Illinois Department of Human Services, and contracts with FamilyCore and Human Service Center to provide Redeploy program services in the amount of $369,643.00.

C10. A resolution from your Public Safety and Justice Committee recommending approval of the SFY25 Adult Redeploy continuation grant with the Illinois Criminal Justice Information Authority (ICJIA) in the amount of $336,840.00. This continuation provides full funding for 2 Redeploy Officers and .5 Probation Supervisor.

C11. A resolution from your Public Safety and Justice Committee to approve authorization to accept a $900 donation for enrichment programs into the PCAPS fund and to appropriate these funds into the PCAPS expenditure funds.

C12. A resolution from your Public Safety and Justice Committee recommending approval to authorize the County Administrator to appropriate $4,410.00 in expenditures to the Opioid Litigation Fund 2223 for the purchase of the R1 Learning System App for Peoria County Drug Court participants.

C13. A resolution from your Land Use Committee recommending approval of Bid #18-04- 24 for roof replacement for income-qualified residents of the 61605 Zip Code portion of unincorporated Peoria County.

C14. A resolution from the County Infrastructure Committee recommending approval of the lowest responsible bid of J&F Chiatello Construction, Inc. for the replacement of the Highway Department’s North Station salt dome roof in the amount of $85,900.00.

C15. A resolution from your County Infrastructure Committee recommending approval of issuing a change order to Western Specialty Contractors for the replacement of the Peoria County Courthouse sally port roof, not to exceed $104,430.00 including contingency and 30-year manufacturer’s warranty funded from the Jail/Juvenile Detention roofing project contingency fund.

V. ZONING ORDINANCE AND RESOLUTIONS

1. Case #WAV-2024-0006, Petition of Louck Farms LLC. A resolution from your Land Use Committee recommending approval of a waiver of compliance from Section 20- 8.3.4.1.b.2.a of the Unified Development Ordinance, which requires that a new minor subdivision have access to a public water supply, if an existing public water supply is within reasonable distance of the subdivision. This section defines a reasonable distance as not greater than three hundred (300) feet for a single-family residence. The nearest availability of Dunlap public water is approximately 4,930 feet from the subject dwelling. This property is located in Radnor Township.

2. A resolution from your County Infrastructure Committee recommending approval to award Western Specialty Contractors for the repairs and cleaning of the Peoria County Courthouse, not to exceed $747,213.50 including contingency. (per Rules of Order, Article V, Section 19C)
