Village of Swansea Board of Trustees met Oct. 7.

Here are the minutes provided by the board:

Attendees: Treasurer John Walter, Trustee Marilyn Neumeyer, Trustee Jeff Parker, Trustee Matt Lanter, Trustee Brian Thouvenot, Trustee Richard “Rocky” McDonald, Trustee Cary Lewis, Police Department Chief Matt Blomberg, Fire Department Deputy Chief Doug Little, Director of Public Works Rick Tucker and Building and Zoning Director Greg Anderson

Absent: Board President Michael Leopold, Village Clerk Tyler Thompson, and Village Administrator Ben Schloesser

Trustee McDonald asked who is decided who is Mayor if the Mayor is not present. The Treasurer said it has usually been done this way.

V) Mayor’s Appointments

1. Planning & Zoning Board of Appeals

The Building and Zoning Director said it is outlined in the Code of Ordinances but has not been appointed before. Appeals will be conducted during the Planning and Zoning Board meeting. It is a five member board with two alternates. Rob Anderson and Doris Rebensdorf are the two alternates. The five members are the members of the Planning and Zoning Board. Motion to Approve: Made by Trustee Thouvenot, seconded by Trustee Parker

Trustee Lanter said under personnel committee it says travel request was approved but only the conference fee was approved. He wants it to say travel request was amended to only pay conference fees. Trustee Lewis said that the minutes say Trustee Lewis said he spends a lot of money so the full travel requests should be approved. He said what he meant was that it would make sense for it all to be paid for and as an example Trustee Lewis spends a lot of money and does not expect anything back in return. Trustee Lewis asked the statement to be stricken.

X) Public Comment

A member of the public said on the 19th the Park Board is sponsoring an event at a park and they could use volunteers to help set up and take down. It is from 4 to 7.

A) Personnel Committee –Comments

1. Request To Hire Sewer Plant Operator 1– Kyle Wallace

The Director of Public Works said he achieved Class 1 certification and has learned a lot. He worked for Swansea before and knows the plant well.

C) Judiciary Committee – Comments

1. Ord. No. 1970 An Ordinance Amending Chapter 111: Peddlers And Solicitors Regarding The Hours For Solicitation Within The Village Of Swansea

Trustee Thouvenot asked what the intent of the hour change is. He said if the intent is to prevent people from showing up after dark this won’t do it because 6pm in the Winter is dark. Trustee Lewis said he met with the Village Administrator and Code Enforcement and this was a reasonable enough way. He said if he didn’t come with this it would still be an issue. Trustee Thouvenot said he worries this will cause more complaints because it will allow them to knock at night. Trustee Lewis said there have been issues and he has spoken to several citizens about solicitors and when it is dark in the summer they are out. He said 6pm works for everyone. The Building and Zoning Director said the reason 9am to 6pm was suggested is because they looked at O’Fallon and Shiloh and they had it from 9am to 6pm. Trustee Lewis said he looked at their reports and they didn’t have many. Trustee Thouvenot said he was just trying to determine intent. Trustee Lanter suggested having 9am to 6pm or 30 minutes before sunset, whichever is sooner. Trustee Thouvenot said they could do it that way. He asked if they need to send it back or do it here. A member of the public asked if there is something to identify them. Trustee Lewis said they have a badge. Trustee McDonald said they have to go to the police department and their license is good for that calendar year. He would like to see the code on solicitors being enforced especially if they do not have licenses. The member of the public said there are so many solicitors out there. Trustee McDonald said if they do not have a badge to call Swansea. Trustee Thouvenot wanted to amend the language before they read it. Trustee Lanter said they can read with amended language and then have an amended copy for the next meeting. Trustee Thouvenot said 9am to 6pm or 30 minutes before sunset which ever is earlier.

Trustee McDonald apologized for not having an exact amount but it needed to be approved tonight to be done by the end of the year. He said it will likely be $20,000.

XII) Old Business

Trustee McDonald said he has questions about credit cards and sewer plant bills. He would like to have a discussion about the sewer plant bills. Trustee Lewis would like the record to reflect that the service the street department has put in to address citizens concerns has been good and the concerns have been addressed. Trustee McDonald said they are getting two new police vehicles and he would like the mileage of the vehicles being replaced to be provided. He said the fire department has a brush truck and he doesn’t know what happened. He said it might have been more than they needed and he would like the process done correctly. Trustee Parker said he has a lot of questions for the Fire Chief. He said squad cars have lot of idle time even if the number of miles is not a lot because they are run hard. Chief Blomberg said there are numerous aspects and day and night officers share cars. Trustee Thouvenot asked the Building and Zoning Director about some addresses. The Building and Zoning Director said he is trying to get ahold of the owner and trying to get them registered with the vacant property program. He said they are discussing solutions internally. Trustee McDonald said John Kurowski represented the Village during a hearing and he did a good job of laying out the factual case.

XIII) New Business

A member of the public asked what the case was about. Trustee McDonald said it was a zoning case from a year ago.

Doug Little invited everyone to the Fire Department Open House.
