A resolution from the County Operations Committee recommending approval of a contract with Tyler Technologies for the migration of the Tyler Enterprise Justice system to a cloud-based SaaS (Software as a Service) platform. The migration is projected to cost $4,064,555.00 over a five-year period, resulting in an estimated net increase of $1,249,402.00 over the same period.
8.8 Cash Rent of Edwards Farm Land
A resolution from the County Infrastructure Committee recommending approval of a three-year lease agreement (2025-2027) with Richard E. & Richard M. Shane for the County-owned Edwards Farmland, encompassing approximately 20.6 acres at an annual rate of $271 per acre, totaling $5,582.60 per year.
8.9 Peoria County Snow Removal and Lawn Mowing
A resolution from the Infrastructure Committee recommending approval to use Classy Grass for snow removal and Reinhart Landscaping for mowing at several County facilities. The contract agreement would be for a period of twelve (12) months with the contract including four (4) twelve (12) month renewal option periods upon terms agreeable to both parties. Agreement would commence upon execution. Funding would come from the general fund.
8.10 Glasford Road Phase I Preliminary Engineering Agreement
A resolution from the Infrastructure Committee recommending approval of a Preliminary Engineering Agreement with Hanson Professional Services in the amount of $831,880.00 for Phase I Preliminary Engineering of Glasford Road.

A resolution from your County Infrastructure Committee recommending approval of the contract award for the sealcoating of Hollis Township roads to Porter Brothers of Rock Falls, Illinois in the amount of $79,618.35.

9. ZONING ORDINANCES AND RESOLUTIONS
9.1 Zoning Case #ZBA-2025-0004, Petition of Trent Overhue
A Special Use request from Section 20-5.8.2.4.a of the Unified Development Ordinance, which allows for mini-storage facilities in the “C-2” General Commercial Zoning District. The petitioner proposes to convert existing retail space into indoor mini-storage, as well as construct new outdoor mini-storage bays.
9.2 Zoning Case #ZBA-2025-0005, Petition of Allen Solar, LLC
A Special Use request from Section 20-5.2.2.2.h of the Unified Development Ordinance. This section allows for a special use in the “A-2” Agriculture Zoning District for a Commercial Solar Energy Facility, provided that the conditions in Section 7.17 (“Ground Mounted Solar Energy Equipment”), of these regulations are met.
9.3 Financial Support for the Joint City / County Solid Waste Committee (Pending Committee Approval)
A joint resolution from your County Health Committee and your Finance, Audit, & Legislative Affairs Committee recommending approval of an amendment to the FY25 Budget in the amount of $300,000 and for the purposes of operational support to the Peoria City-County Landfill Committee pursuant to provisions in an intergovernmental agreement with the City of Peoria dated January 15, 1997.
