LaHood introduces bill targeting AI chip smuggling to China

Congressman Darin LaHood, alongside a group of bipartisan colleagues, has introduced the Chip Security Act. This legislation aims to prevent the smuggling of American-manufactured AI chips to China. The initiative is supported by House Select Committee on China Chairman John Moolenaar, Ranking Member Raja Krishnamoorthi, House Permanent Select Committee on Intelligence Chairman Rick Crawford, and Representatives Bill Huizenga, Josh Gottheimer, Bill Foster, and Ted Lieu.

"AI is one of the most high-stakes fronts in our strategic competition with the Chinese Communist Party," said Rep. LaHood. "The CCP has a track record of exploiting U.S. capital and intellectual property to develop its own advanced technology. I am proud to join my colleagues and introduce the Chip Security Act to protect American innovation and prevent our foremost adversary from smuggling American-made chips."

The Chip Security Act addresses concerns that U.S.-made chips have been illicitly transferred into China through shell companies for use in developing CCP AI software like DeepSeek. The proposed legislation would require location verification for advanced AI chips, enforce mandatory reporting requirements, and explore additional methods to prevent U.S. chips from being stolen or sent abroad.

In February 2025, Representatives LaHood and Gottheimer also introduced the No DeepSeek on Government Devices Act to ban the use of DeepSeek software on government-issued devices.
