Mayor Pro Tem: Motion by Kilpatrick, seconded by Moore to approve Alderman Thad Mool as May7or Pro Tem for this evening's meeting. Voice vote taken of all ayes.
A Regular Meeting of the El Paso City Council was called to order by Mayor Pro Tem Mool on April 21, 2025, at 7:00 PM.
Council Members Present: Howard, Kilpatrick, Moore and Mool. Absent: None. On Zoom: Ragusa and Brucker.
Present in Person: Director of Public Services Barry Kauther, Administrative Assistant Sandee Kessinger, Treasurer Linda Haas, Police Chief Joe Montemurro, Public Works Supervisor Casey Jones, Recreation Director Colton Scott and Clerk David Fever.
Also present: Brandon Mounce & family, Michael Mounce & family, Jim & Kerry Mounce, Lavonne Wade, Dan & Mindy Garretson, Kevin & Bev Elston, Eddie & Tessa Knight, Shawn Rigsby, Karen Wilkey, Lisa Hocker, Teresa Gauger, Kim Kearney, Jeannie Mekley, Cole Mekley, Francesca Martorana & son, Casey Jones & family, Barb Jones, Sargent Bryan Wilkey, Sheriff Matt Smith, Chief Joe Montemurro, Officer Adam Sweeney, Officer Jeff Gabor, Officer Tyler Murrah, State Representative/Chief Deputy Dennis Tipsword.

Council Minutes: The minutes of April 7, 2025, the City Council Meeting were presented in written form.
Finance Committee: The minutes of April 7, 2025, the Finance Committee Meeting were presented in written form.
Register of Bills: The Register of Bills in the amount of $ 211,731.11 as of April 21st was presented.
Approval of Consent Agenda: Motion by Howard, seconded by Moore to approve items on consent agenda. Voice call vote taken of all ayes.

New Business:
Illinois Public Works Mutual Aid Network: City Employees Casey Jones, Edward Knight, Kevin Elston and Dan Garretson were recognized by IPWMAN for their response to St. Joseph Illinois after June 29, 2023, storm in their community. They were given First Responder Coins and the proclamations spoke of what great help they were.
Presentation of Certification of Recognition: Officer's Cole Mekley and Branden Mounce were given Certifications of Recognition for their unwavering perseverance and dedication to keeping our children safe.
American Dream Pizza Co.: Motion by Moore, seconded by Kilpatrick to approve renewal of liquor licenses for American Dream Pizza Co. for classes A & H. Voice vote taken of all ayes.
El Paso Mexican Restaurant: Motion by Moore, seconded by Howard to approve renewal of liquor licenses for El Paso Mexican Restaurant for classes C & F. Voice vote taken of all ayes.
TNT Holding LLC: Motion by Moore, seconded by Kilpatrick to approve renewal of liquor license for TNT Holding LLC for class C. Voice vote taken of all ayes.
Local Tap LLC: Motion by Moore, seconded by Howard to approve renewal of liquor licenses for Local Tap LLC for classes C, F & I. Voice vote taken of all ayes.
Fiscal 2025-2026 Capital & Operating Budget and Fy 2025 Budget Adjustments: Motion by Kilpatrick, seconded by Moore to approve FY 2026 Budget and FY 2025 Budget Adjustments as presented. Roll call vote taken of all ayes. Total Revenue budgeted as $7,227,600 and total expenditure as $ 8,386,651.
Director of Public Service: Report was presented in written form.
Mayor's Report: None.
City Council Comments: Alderman Moore spoke of his and others involved in a grant application possibly through Darin LaHood's office.
Police Chief Report: Written report presented. He also spoke of progress with a few open grants.
Operations Supervisor: Written report presented.
Parks and Recreation Department: Colton spoke briefly of revenue received from Illinois Clutch registration.
City Attorney: Attorney Stoller had nothing additional to report.
City Clerk: The Clerk reported on "Documentation" Review from IDOT covering the receipt and disbursements of Motor Fuel Tax funds by the City for Calander Year 2024.
Motion by Howard seconded by Moore to adjourn. Voice vote taken of all ayes. The meeting was adjourned at 8:03 PM.
