Village of Bellevue Board of Trustees met April 22.

Here are the minutes provided by the board:

After calling the meeting to order, the Pledge of Allegiance was recited, and the roll was called. The following members were recorded as present: Wiseman, Wight, Eichhorn, Lannert, Pesch – 5.

CONSENT AGENDA

A. Approval of Regular Session Minutes – April 08, 2025

B. Approval of Bills

Trustee Wight moved to approve the Consent Agenda as presented. The motion was seconded by Trustee Eichhorn and approved with the following roll call vote:

Yes: Wiseman, Wight, Eichhorn, Lannert, Pesch – 5.

No: None – 0

Absent: Cooper – 1

Abstain: None - 0

PUBLIC COMMENTS

Mayor Pesch made a statement that public comment is a time to address the Board. If someone has a comment, please raise your hand and state your name. All public comments are limited to three minutes. As we move forward, public comment is your time to speak to the Board. When the Board gets to discussion items, it is for Board members only. This language is in the Village Ordinance 824.

Mary stated that she was concerned about individuals being pulled over on their bikes. Her son has been pulled over twice. Deputy Evans responded that he could talk with her after the meeting. Trustee Lannert made a comment that there are certain CC bikes that are allowed. Attorney Alster said that he would look at the ordinance.

PRESENTATION/SPECIAL REPORT

Item removed from the agenda. Mayor Pesch explained that the auditor will be at the next meeting.

ACTION ITEMS

A. Mayor Pesch informed the Board members that it is $1,900 to cancel the Cintas contract. Ms. Schlatter stated that the Village is spending $400-$500 per month for the contract. Before paying the $1,900, the Village is receiving a credit of $1,200. There is an issue with billing each month. Trustee Wight moved to approve to cancel the Cintas Agreement. The motion was seconded by Trustee Eichhorn and approved with the following roll call vote:

Yes: Wiseman, Wight, Eichhorn, Lannert, Pesch – 5.

Absent: Cooper – 1

Abstain: None – 0

B. Mayor Pesch stated that it is up to the Board to set the amount for each maintenance worker. Some municipalities pay $200-$500 for an annual allowance on clothing and boots. We would use our Village of Bellevue’s tax exempt for purchases and keep track of what is spent for each of them. Trustee Wight moved to approve an allowance of $500 annually for each of the maintenance workers. The motion was seconded by Trustee Lannert and approved with the following roll call vote:

Yes: Wiseman, Wight, Eichhorn, Lannert, Pesch – 5.

No: None - 0

Absent: Cooper – 1

Abstain: None – 0

C. Mayor Pesch stated that he wanted to appoint John Elliott for the Zoning Board. Trustee Wight made a motion to appoint John Elliott for the Zoning Board. Trustee Lannert inquired about where Mr. Elliott lives. Mayor Pesch explained that he lives in the Village of Bellevue. Trustee Lannert asked about what area in Bellevue. Mayor Pesch stated that Mr. Elliott lives in Hamptons Crossing. Trustee Lannert stated that he wanted to meet Mr. Elliott before he voted. Trustee Eichhorn stated that he also wanted to meet Mr. Elliott before he votes.

C. Deputy – Sheriff’s Department

D. Treasurer – Ms. Schlatter explained that she included the interest information for IL Funds. Trustee Lannert stated that he would also like to see all account balances.

E. Mayor

1. Retention Property – Mayor Pesch informed the Board that there is a property on Starr Ln. owned by Mr. Hamilton that needs a retention pond. Mr. Hamilton has asked if the Village is going to make him correct it. Attorney Alster responded that modifications to the property were made without approval from the Village. It is something that was incorrectly done. Mayor Pesch stated that Mr. Hamilton needs to be in compliance with the ordinance. Pat Meyers said that he could complete the work within 30 days. Attorney Alster stated that he would send Mr. Hamilton a letter.

2. Blackshor Property – Mayor Pesch stated that he spoke with the new owner about a retaining wall issue on the property. The street sewer outlet runs next to the retaining wall. Pat Meyer and Mike Seghetti checked into it. Attorney Alster stated that based on Mr. Meyer’s engineering advice, the Village is not responsible for the water. A letter will be sent to the owner.

3. Facebook – Mayor Pesch informed the Board members that the Village of Bellevue does not have a Facebook page. If you are looking for Village of Bellevue information, please go to www.villageofbellevueil.com. Contact information is listed on the website. Any questions or concerns that residents have, they need to contact the Village.

4. Village Hall – Mayor Pesch informed the Board that there are questions about the building hours. After the last Board meeting, we had a gentleman come in and talk about how Bellevue has changed and there are things that are taking place that are not very good. Our Deputy has alluded to that. There are things in place to correct these issues. Mayor Pesch said that he has talked with two different law enforcement agencies with active investigations in Bellevue. Suggestions have been made to keep the door locked. Talking with legal counsel, if the hours are listed on the hall door, the doors must remain unlocked. Our set-up is not a secure set-up when it comes to municipal and government buildings. With the advice of legal counsel, we took the hours down. This does not mean that someone will not be there. When an individual comes to the door, the phone number is listed on the door to call. It does not matter who is in the building and working. It is about liability and the safety of the individual. Trustee Lannert inquired about changing this for the future for safety. Mayor Pesch responded that current foot traffic does not warrant the change right now. Trustee Lannert stated that it was one of the reasons to move up here and to have a secondary lobby. Mayor Pesch said that he and Trustee Lannert previously talked about this prior to the construction. There was a way to fix it, but it was not done. The Board would now have to figure out a secure entryway. Mayor Pesch continued to say that he does not know what it would cost. No one is taking hours away. There will be someone to help the public. If Steve has to meet with someone, he makes arrangements with them. This will be no different with the mayor, treasurer, or clerk. Nothing has changed. By keeping the doors locked, it is for the safety of our employees.

a. Equipment – Trustee Wight inquired about the $7,187 cost of the equipment and if the machines have been taken back from the disc golf property. Mayor Pesch stated that the dirt was free and the rock was not. Trustee Lannert asked about the sidewalks at the property. Mr. Wilson explained that the Village has spent $80,000 on the disc golf property. Mayor Pesch said that they are done with the equipment at the disc golf property. Equipment will be needed for the Eisele Dr. project. Funds will come out of the TIF funds.

b. Hall Cleaning – Trustee Wight informed the Board that Susan has been cleaning the hall without being paid. Dean had been paid to clean the old hall. Trustee Lannert responded that they are already paying a lot in salaries. Trustee Wight commented that Susan does not need to be cleaning without getting paid. Attorney Alster stated that they could add a line item on the next agenda for janitorial services.

c. Hall Locks – Trustee Wight stated that she would like to change the locks on the Village Hall. The Board members discussed the locks for the Village Hall.

4. Eichhorn

5. Trustee Lannert inquired about having signs for businesses. Mayor Pesch explained that there are a couple of different options. We have to be careful with it because other businesses will ask for it. Trustee Lannert stated that it could be something generic. Mayor Pesch stated that there are businesses along Plank Rd. Trustee Lannert said that those businesses already have frontage. Years ago, there was one put in for the hardware store. Mayor Pesch said that they would need to check into the right way for the state and to avoid blocking anything.

VILLAGE ATTORNEY

Attorney Alster discussed the property that Nate Hamilton wants to purchase on Bosch Rd. If he develops it, the Board would take care of the drainage issue. The Board would need to approve any TIF agreement. The storm sewer would be included in the TIF agreement if Mr. Hamilton decides to develop it. This drainage work needs to be done before the TIF runs out. The Village has 11 years left in the Bosch Rd. TIF.

ADJOURNMENT

Trustee Wight moved to adjourn the meeting. The motion was seconded by Trustee Lannert and approved by a voice vote of all present Trustees.
