City of Chillicothe Public Works Committee met April 23.
Here are the minutes provided by the committee:
The public works committee met on April 23, 2025 at 4:30 p.m. in the council chambers at city hall.
Present in Person: Chairman Sharp, Alderperson Semtner, Alderperson Bredeman, Mayor Hughes Also present In Person: Superintendent Sutherland, Engineer Horton, Office Manager Passage Chairman Sharp called the meeting to order at 4:30 p.m.
Public Comment
Kevin Yates, Chillicothe Park District addressed the committee regarding the sealing/overlay of their parking lot and would also like to do the small portion of Oaklawn Avenue that is in the corporate boundaries of Chillicothe at no cost to the City. (see attached)
He also discussed the maintenance of the roads and curb area around the Shore Acres Park/pool. (Park BLVD, Beach Dr. and Oaklawn Avenue). The roads need repaired along with the curbing mainly on Park Blvd. He discussed having the city repair the roads and curbs and then entering into an agreement and or turning the Roads over to the park district to maintain. He also discussed the snow removal that is currently being done by the City. Chairman Sharp thanked him for his comments and stated the committee would discuss it at a future meeting.

Lien Report
Office Manager Passage reported that the following will received a lien letter and a lien will be placed on the property if the account is not paid by May 7.

Light Controller on Beech Street
Engineer Horton advised the committee that the potential cost to relocate the light controller could be between $30,000 to $40,000, however; $50,000 should be used for budgeting. He also talked with the engineer for the Dunkin/Baskin Robins development and they have requested that the pay for the relocation or split the cost. The consensus of the committee was to deny the request to relocate the light controller, no funds are allocated for said relocation.
Verizon Equipment Modification and Lease Agreement
Office Manager Passage advised the committee that Cindi Sievertson has submitted information regarding an amendment to the lease agreement and sent final construction drawings to Superintendent Sutherland. He reported that Verizon has researched the FCC mandates regarding Radio Frequency Safety Plan for 1802 W. Cloverdale Road where the tower is located. It outlines what Superintendent Sutherland needs to do on behalf of the City for compliance.
Verizon is also proposing an amendment to the lease agreement by increasing the amount by $150.00 a month for the three new antennas. A discussion was held regarding the proposed increased to the lease agreement. Alderperson Semtner stated he researched potential lease agreement for items on a water tower and felt that the increase was not sufficient as we are currently receiving $300 per antenna. The consensus of the committee was to have Superintendent Sutherland contact Cindi Sievertson regarding the increase.
Cloverdale - ppuats Project -Inlets
Engineer Horton reported that he has only one quote from Jason Engbrecht for this repair. The cost is $19,750.00. He advised that he felt this was a good price as this work is different that sidewalk repairs. The consensus of the committee was to bring the quote to council for approval.
Tree Trimming - Hushaw
Superintendent Sutherland advised the committee that the property owner of 907 Hushaw, had requested that the trees along Walnut Street be trimmed. The property owner wanted a licensed arborist to trim the trees and obtained a quote of $1,800.00. Superintendent Sutherland advised the committee that he obtained a quote from Sunshine Tree Service which was $1,800 the same cost as what the property owner obtain. Superintendent explained the process he goes through to determine if a tree needs to be removed and or trimmed. Superintendent advised that the property owner went ahead and had the tree trimmed and is asking that he be reimbursed. Mike Hughes, the property owner addressed the committee and explained that he had the trees pruned as branches were falling on his house and the trees needed to be pruned in a certain time frame. He also advised that limbs have fell in the past and damaged his fence.
Mayor Hughes left the meeting at 5:45 p.m. as he had a prior commitment to attend at 6:00 p.m.
A lengthy discussion ensued regarding the process, timing and potential precedent setting of this incident. After discussion, it was the consensus of the committee to deny the request for reimbursement.
Engineer Horton asked that he be allowed to present his items next as due to the length of the meeting he will need to leave.
The committee agreed to have Engineer Horton present his items so he could leave the meeting. MFT Material Quotes
Engineer Horton advised that R.A Cullinan did not submit any material quotes.
He received the following quotes:
Advanced Asphalt - Cold Patch - $145.00 a Ton
Galena Road & Gravel - Aggregate Material - $38.00 a Ton
Vermilion Quarry - White Rock - $9.00 a Ton
He recommended that the MFT Material Quotes be brought to council for approval.
The consensus of the committee was to seek approval for the MFT Material Quotes at the next council meeting.
Project Update
Engineer Horton gave the following updates:
Cloverdale Resurfacing - IDOT has approved the milling and overlay plans. Project is set for a June bid letting.
Bradley Drainage - No Change waiting until School is out to begin road/drainage work
Riversound 7 Development - No update
Engineer Horton left the meeting after presenting his items.
Commercial Draining of Fish - Riverfront Property
Superintendent Sutherland reported that he is working with a sign company to determine what language to place on the sign to prohibit the draining of fish.
2024 CCR Report
Superintendent Sutherland reported that he has competed the 2024 CCR Report and has given it to the City Clerk to present to city council at the April 28 council meeting. It will be published in the paper after presented to the council.
Cutright Well- Rehab ARPA
Superintendent Sutherland reported that Cutright well went down and had to be repaired.
The cost is approximately $57,750.00. There is $43,919.54 in ARPA funds to cover this expense. Amanda is checking to see if there are any more ARPA funds available. To cover this cost which will be
in fiscal year 25-26, he has increased the water line item M & R Plant & System by $14,000.00. Superintendent Sutherland will discuss further at the next public works meeting.
