City of Lewistown City Council met April 22.

PUBLIC HEARING

APPROPRIATION BUDGET

PRESENT: Chairman Sally Clark, Alderperson Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe also City Clerk Cindy Goddard, Public Works Director Evinn Palmer, Motion by Jim Long to give to the Appropriation Budget to City Council, no public citizens attended meeting.

Motion to adjourn from Chairman Sally Clark at 6:17.

CITY COUNCIL MEETING

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Mayor Lafary

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, Administrative Assistant Natalie Nelson, Public Works Director Evinn Palmer, and City Attorney Nathan Collins. ABSENT:

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Spotloe made a motion to approve the minutes of April 8, 2025, second by Alderperson Miller, the motion carried all ayes.

Report- I have been looking at grants and got annual report completed for ARPA money.

TREASURER'S REPORT: Debbie Brown. Absent.

ATTORNEY'S REPORT: Attorney Nathan Collins. Prepared Memorandum for ESDA.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: No one.

COMMITTEE REPORTS:

Finance/Insurance/Zoning - Alderperson Clark: There was a Public Hearing prior at to council meeting 6:15 p.m. regarding the appropriation budget.

Sewer - Alderperson Spotloe: Getting new panel for lift station, only one pump working right now.

Streets & Allies - Alderperson Levingston: Nothing to report.

Police/ESDA- Alderperson Ward: Question on (C) on Memorandum, Nathan Collins explained that it is required. Questioned if non mandated are eligible for grants. Have to go thru county to get certified. This means an accredited IEMA director has to work/paid for 20 hours per week. Alderperson Ward said we do not meet the requirements.

Water- Alderperson Miller: Nothing at this time.

Utilities/Publications -- Alderperson Long: Nothing to report.

Public Buildings & Grounds - Alderperson Long: Elm Street door fixed Evinn Palmer said.

Tourism - Alderman Miller: Spring Drive is May 3 and 4. Town will be busy.

Tax Increment Financing -- Alderperson Spotloe: in New Business.

Citizens Committee - Amanda Sutphen not present.

Christmas Committee - Kenny Haacke not present.

Economic Development Committee - Erin Ahart not present.

WORKS DIRECTOR'S REPORT

Evinn Palmer Director said they have been working on sink holes. One behind courthouse has it cameraed and nothing so just filling with dirt. Sink hole by high school, working on it. The mower that was approved, they can not get now so still looking. There is a lot of brush to burn down at Waste Water, need a calm wind day.

UNFINISHED BUSINESS: None

NEW BUSINESS:

1. Discuss/Act Upon American Legion would like permission to put hometown hero banners up on light poles on Main Street - Alderperson Clark saw this at Rushville, said it was very nice. Probably same size as the high school used previously. People will purchase the flags for their loved ones that were veterans deceased or alive, also police officers and fire fighters if want. Motion by Alderperson Miller to allow the American Legion to purchase hometown hero flags to put on poles, second by Alderperson Spotloc motion carried all ayes.

2. Discuss/Act Upon Approve engineer agreement for work on Catholic Cemetery - The work to be done will be grinding up the road and mixed with a cement mixture, from the bottom of Hulsey to Fiber Optic Road. Motion by Alderperson Levingston to approve the engineer agreement for the work on Catholic Cemetery Road, second by Alderperson Spotloe, roll call vote motion carried all ayes,

3. Discuss/Act Upon Vote on Appropriation Ordinance Budget Finance public hearing prior to council meeting. Recommendation was to approve ordinance. Motion by Alderperson Long, to approve the Appropriation Budget Ordinance, second by Alderperson Spotloe, roll call vote, motion carried all ayes.

4. Discuss/Act Upon Billie Simmons TIF Ordinance - Motion by Alderperson Spotloe to approve the TIF Ordinance by and between the City of Lewistown and Billie Simmons, second by Alderperson Long, roll call vote, motion carried all ayes.

PRESENTATION OF BILLS:

Alderperson Miller made a motion to approve all bills properly endorsed; Seconded by Alderperson Ward roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Miller made a motion to adjourn at 6:52 p.m.; Seconded by Alderperson Ward motion carried all ayes.
