City of El Paso City Council met May 5.

Here are the minutes provided by the council:

A Regular Meeting of the El Paso City Council was called to order by Mayor Price on May 5, 2025, at 7:00 PM.

Council Members Present: Brucker, Howard, Ragusa, Moore and Mool. Absent: Kilpatrick. Present in Person: Director of Public Services Barry Kauther, Administrative Assistant Sandee Kessinger, Treasurer Linda Haas, Public Works Supervisor Casey Jones, Recreation Director Colton Scott and Clerk David Fever. Also present: Karen Wilkey, Shawn Rigsby, Jenny Kingdon, Kim Kearney, Marcia Mool, Teresa Gauger, Dave Duncan, Lisa Hocker, Taylor and Loren Kaeb, Tristyn Mool, Spencer Mool, Summer Price, Lisa Price, Kelly Mool and Jennie Kearney as the local press.

Also present by Zoom Application: Per Zoom software online was Don and That Guy.

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Moore, seconded by Bucker to approve the agenda with removal of 8D and 9. Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of April 21, 2025, the City Council Meeting were presented in written form.

Register of Bills: The Register of Bills in the amount of $93,934.01 as of May 5th was presented.

Approval of Consent Agenda: Motion by Brucker, seconded by Moore to approve items on consent agenda. Voice call vote taken of all ayes.

Public Comments: None.

Old Business: None.

The Old Council adjourned at 7:07 PM and New Business followed with results of April 1, 2025 election.

New Business: Oath of Offices

Clerk Fever swore Thad Mool in as Mayor.

Mayor Mool swore David Fever in as Clerk.

Clerk Fever swore Linda Haas in as Treasurer.

Clerk Fever swore Karen Wilkey as Alderperson Ward I.

Clerk Fever swore Shawn Rigsby as Alderperson Ward III.

Mayor Mool called the New Council to order at 7:13 P.M. with the Council Members present of Howard, Brucker, Moore, Wilkey and Rigsby. Absent: Kilpatrick.

Proclamation for JW Price: Mayor Mool read and presented a Proclamation to JW Price for his 12 years of service to the City of El Paso.

Mayor Price thanked Council members, City Staff, City Employees, Citizen's of El Paso and all persons who have been responsible for the success of the City of El Paso over the years, especially during his 8-year term as Mayor.

Director of Public Service: Report was presented in written form. Director Kauther then thanked Mayor Price for his support over the last 4 and half years that he has served as Director of Public Service.

Mayor's Report: Mayor Mool thanked all for their support and he looks forward to continuing growth of the city.

City Council Comments: Alderman Howard spoke of his attending a planning session concerning a possible public ride share service, that may include McLean County and El Paso. He stressed this is very preliminary and much will be needed before the actual service.

Police Chief Report: The Chief was absent.

City Attorney: Attorney Stoller had nothing additional to report.

City Clerk: The Clerk had nothing additional to report.

Motion by Rigsby seconded by Wilkey to adjourn. Voice vote taken of all ayes. The meeting was adjourned at 7:26 PM.
