City of East Peoria City Council met May 20.

Here are the minutes provided by the council:

The Regular Meeting of the City Council of the City of East Peoria, Illinois was called to order by his Honor Mayor John P. Kahl presiding at 6:00 P.M. with proper notice having been given.

Upon the roll being called the following answered present: Mayor John P. Kahl, Commissioner Seth D. Mingus, and Commissioner Michael L. Sutherland.

Absent: Commissioner Daniel S. Decker and Commissioner Mark E. Hill.

The invocation was given by Commissioner Hill.

Mayor Kahl led the Council and the audience in the pledge of allegiance to the flag.

Motion by Commissioner Mingus, seconded by Commissioner Sutherland; Mr. Mayor, I move that the minutes of the Regular Meeting held on May 6, 2025 be approved as printed.

Yeas: Commissioner Mingus, Sutherland, and Mayor Kahl.

Nays: None.

Mayor Kahl declared the motion carried.

Mayor Kahl stated if there was anyone in the audience who wanted to speak on any items on the agenda to come to the podium and state the matter or matters to be discussed. There was no response.

CONSENT AGENDA ITEMS BY OMNIBUS VOTE:

Mayor Kahl asked if any Commissioner wished to remove any items from the Consent Agenda for discussion. There was no response.

Motion by Commissioner Mingus, seconded by Commissioner Sutherland; Mr. Mayor, I move to adopt a consent agenda consisting of items numbered 1 through 11 as listed on the agenda for this meeting to be considered by omnibus vote.

Item Number 1 - Adoption of Resolution Number 2526-012 - Resolution to Approve Payment of the Schedule of Bills Listed on Schedule Number 1 in the amount of $2,886,811.59.

Item Number 2 - Adoption of Ordinance Number 4854 on its Second Reading - (AN ORDINANCE AUTHORIZING A SPECIAL USE FOR A VEHICLE REPAIR SHOP ON PROPERTY LOCATED AT 3210 E. WASHINGTON STREET IN THE CITY OF EAST PEORIA, TAZEWELL COUNTY, ILLINOIS.)

Item Number 3 - Adoption of Ordinance Number 4855 on its Second Reading - (AN ORDINANCE CHANGING THE ZONING CLASSIFICATION OF CERTAIN REAL PROPERTY LOCATED ON QUIET CREEK ROAD IN THE CITY OF EAST PEORIA, TAZEWELL COUNTY, ILLINOIS.)

Item Number 4 - Adoption of Ordinance Number 4856 on its Second Reading - (AN ORDINANCE APPROVING A THIRD AMENDMENT TO THE EAST PEORIA LEVEE OVERLAY DISTRICT.)

Item Number 5 - Adoption of Ordinance Number 4857 on its Second Reading - (AN ORDINANCE AMENDING THE SUBDIVISION REGULATIONS IN TITLE 6 OF THE EAST PEORIA CITY CODE TO ADDRESS SMALL SUBDIVISIONS OF LAND.)

Item Number 6 - Adoption of Resolution Number 2526-002 on its Second Reading - Resolution Approving Proposal to Refurbish City Bells for Archway Monument for the Levee Park Development in the Civic Plaza.

Item Number 7 - Approval of Resolution Number 2526-003 on its Second Reading - Resolution Approving Lead Service Line Replacement Policy for the City of East Peoria.

Item Number 8 - Approval of Resolution Number 2526-001 on its Second Reading - Resolution Approving Fourth Amendment to Master Service Agreement for Water Main Installation Service During 2025-2026 Fiscal Year.

Item Number 9 - Adoption of Resolution Number 2526-006 on its Second Reading - Resolution Accepting and Approving the Proposal from Ameren Illinois for the City’s One-Half Portion of the Camp Street Pipe Bridge Repair Project.

Item Number 10 - Adoption of Resolution Number 2526-007 on its Second Reading - Resolution Authorizing the Payment of an Invoice from Gasvoda & Associates for the Purchase of Remote Connection Equipment in the amount of $24,937.91.

Item Number 11 - Adoption of Resolution Number 2526-009 on its Second Reading - Resolution Approving Contract for Professional Services with Maurer-Stutz, Inc. for Engineering Construction Observation Services for the Neumann Drive Water Main Replacement Project.

Yeas: Commissioners Mingus, Sutherland, and Mayor Kahl.

Nays: None.

Mayor Kahl declared the motion carried.

Motion by Commissioner Mingus, seconded by Commissioner Sutherland; Mr. Mayor, I move you that Items numbered 1 through 11 listed on the Consent Agenda be hereby approved and adopted, the items numbered 2 through 11 having been read once by their title and having laid on the table for no less than one week for public inspection be adopted as presented.

Mayor Kahl declared the motion carried and the items adopted by omnibus vote designation.

Motion by Commissioner Mingus, seconded by Commissioner Sutherland; Mr. Mayor, I move you that Ordinance No. 4858 hereto attached, (AN ORDINANCE AUTHORIZING A SPECIAL USE FOR A DRIVE THROUGH BUSINESS ON PROPERTY LOCATED AT 111 W. WASHINGTON STREET IN THE CITY OF EAST PEORIA, TAZEWELL COUNTY, ILLINOIS.)

be accepted on its first reading as read by its title and be laid on the table for no less than one week for public inspection.

Commissioner Mingus explained that this is a special use at the location of the former Region’s Bank on the corner of Main and W Washington St. The special use is to allow for a drive-through coffee shop.

Yeas: Commissioners Mingus, Sutherland, and Mayor Kahl.

Nays: None.

Mayor Kahl declared the motion carried.

Motion by Commissioner Mingus, seconded by Commissioner Sutherland; Mr. Mayor, I move you that Ordinance No. 4859 hereto attached, (AN ORDINANCE AUTHORIZING THE SALE OF PERSONAL PROPERTY IN THE POSSESSION OF THE EAST PEORIA TOURISM AND EASTSIDE CENTRE DEPARTMENT) be read at length by the Clerk, and that said Ordinance No. 4859 be accepted on its first reading, and be hereby adopted as presented.

The City Clerk read the ordinance at length. Commissioner Mingus commented on having a 2007 Ambulance and a 1996 International Dump Truck that the City is seeking to sell.

Yeas: Commissioners, Mingus, Sutherland, and Mayor Kahl.

Nays: None.

Mayor Kahl declared the motion carried and Ordinance No. 4859 to be duly adopted as presented.

Resolution No. 2526-011 by Commissioner Mingus, seconded by Commissioner Sutherland; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that Resolution No. 2526- 011, hereto attached, a Resolution Authorizing a Contribution to Peoria Area Convention and Visitors Bureau (Discover Peoria), be approved. Mr. Mayor, I move you that this Resolution No. 2526-011be accepted on its first reading as read by its title, and be laid on the table for no less than one week for public inspection.

Commissioner Mingus explained that the resolution is an annual budgeted expense that is a $25,000 contribution to the Peoria Area Convention and Visitors Bureau (Discover Peoria).

Yeas: Commissioners Mingus, Sutherland, and Mayor Kahl.

Nays: None.

Mayor Kahl declared the motion carried.

Mayor Kahl stated if there was anyone in the audience who wanted to speak on any items not on the agenda to come to the podium state the matter or matters to be discussed. There was no response.

Mayor Kahl then asked for comments from Council.

Commissioner Sutherland explained that he feels the flood pumps in the levee area need to be replaced with automatic ones before the Police Department is completed. The Neumann Drive Water Main Replacement Project is going well. He explained that he is trying to get Arnold Road from Washington Street to Bolin to be pushed forward in water main replacement and the possibility in pursuing expanding the easement on the roadway to do so.

Mayor Kahl wished every a great and safe Memorial Day and to remember the reason for the holiday to honor the courage and sacrifice of men and women in the United States that gave their lives while in service to their country.

Motion by Commissioner Sutherland, seconded by Commissioner Mingus; Mr. Mayor, I move you that we adjourn until Tuesday evening, June 3, 2025 at 6:00 P.M.

Yeas: Commissioners Mingus, Sutherland, and Mayor Kahl.

Nays: None

Mayor Kahl declared the motion carried and the meeting adjourned at 6:13 P.M.
