City of El Paso City Council met May 19.

A Regular Meeting of the El Paso City Council was called to order by Mayor Mool on May 19, 2025, at 7:00 PM.
Council Members Present: Brucker, Howard, Wilkey, Rigsby, Moore and Kilpatrick. Absent: None. Present in Person: Director of Public Services Barry Kauther, Administrative Assistant Sandee Kessinger, Police Chief Montemurro, Treasurer Linda Haas, Public Works Supervisor Casey Jones, Recreation Director Colton Scott and Clerk David Fever. Also present: Kim Kearney, Teresa Gauger, Jennifer Roberts and Jennie Kearney as the local press.
Also present by Zoom Application: Per Zoom software online was Kelly Mool and Lisa.
Pledge of allegiance to the flag was recited.
Approval of Agenda: Motion by Moore, seconded by Bucker to approve the agenda. Voice vote taken of all ayes.
Consent Agenda.
Council Minutes: The minutes of May 5, 2025, the City Council Meeting were presented in written form.
Register of Bills: The Register of Bills in the amount of $104,101.27 as of May 19th was presented.
Approval of Consent Agenda: Motion by Brucker, seconded by Howard to approve items on consent agenda. Voice call vote taken of all ayes.
Public Comments:
Jennifer Roberts of 497 N Adams Street, spoke that Stepping Stones Daycare has announced they are closing and asked the Council to help find a replacement business or to offer and After School Program.
Old Business: Clerk Fever swore Mary Elen Kilpatrick as Alderperson Ward II.
New Business:
Fiscal Year 2026 MFT Work: Motion by Brucker, seconded by Moore to approve projects for completion in Fiscal Year 2026 as presented. Voice vote taken of all ayes.
Sidewalk Projects: Motion by Brucker, seconded by Kilpatrick, to approve sidewalk projects 1 to 4 as proposed to the Streets Committee along with project five if funding is available. Number 5 is a two-block sidewalk project on West Clay Street in the 400 and 500 blocks. Voice vote taken of all ayes.
Zoning Yard Signs: Motion by Howard, seconded by Kilpatrick to change the ordinance to allow signs to be placed on property that is requesting a variance or to be rezoned, the sign would notify the public of the upcoming meeting. Roll call vote taken of all nays. Motion failed.
Director of Public Service: Report was presented in written form.
Mayor's Report: Mayor Mool reported he has started his new position with personnel meetings but it is going well so far.
City Council Comments: Alderman Kilpatrick reminded everyone that our annual Memorial Day Avenue of Flags Ceremony will be Monday, May 26th.
Police Chief Report: The Chief reported his department is participating in the Click-it or Ticket Program.
Operations Supervisor: Was present with nothing to add to his written report.
Director of Parks & Recreation Departments: Was present with nothing to add to his written report.
City Attorney: Attorney Stoller was absent.
City Clerk: The Clerk reported Sales tax for Sales in February 2025 were 23.31% higher then the same month of 2024 with a two-month increase of 29.63%.
Motion by Howard seconded by Brucker to adjourn. Voice vote taken of all ayes. The meeting was adjourned at 7:49 PM.
