City of El Paso City Council met June 2.

Here are the minutes provided by the council:

A Regular Meeting of the El Paso City Council was called to order by Mayor Mool on June 2, 2025, at 7:00 PM.

Council Members Present: Howard, Wilkey, Rigsby, Moore and Kilpatrick. Absent: Brucker. Present in Person: Director of Public Services Barry Kauther, Administrative Assistant Sandee Kessinger, Police Chief Montemurro, Treasurer Linda Haas, Recreation Director Colton Scott and Clerk David Fever. Also present: Kim Kearney, Teresa Gauger, Anna Hammond, Hayley Nowark, Joshua Ragusa and Jennie Kearney as the local press.

Also present by Zoom Application: Per Zoom software none were online

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Rigsby, seconded by Howard to approve the agenda with the deletion of Executive Session. Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of May 19, 2025, the City Council Meeting were presented in written form.

Street Committee Minutes: The minutes of May 19, 2025, Street Committee Meeting were presented in written form.

Zoning Board Minutes: The minutes of May 29, 2025, Zoning Board Meeting were presented in written form.

Register of Bills: The Register of Bills in the amount of $116,885.08 as of June 2nd was presented.

Approval of Consent Agenda: Motion by Moore, seconded by Kilpatrick to approve items on consent agenda. Voice call vote taken of all ayes.

Public Comments: Hayley Nowark was present and informed the Council that her and Molly Wilkey will be having a Farmer's Market at Front Street Social starting in June on Saturday's. Depending on success she will possibly need to block off a few parking spaces on Front Street.

Hinthorne Variance - 502 Abby Road: Motion by Moore, seconded by Howard to approve the Zoning Board's Recommendation of a variance of 8 feet and allow a 55 feet setback. Roll call vote taken of all ayes.

Allen Variance - 445 North Grant Street: Motion by Moore, seconded by Kilpatrick to approve the Zoning Board's Recommendation of a variance 334 square feet concerning maximum square footage of detached accessary structures. This variance will allow to have 1584 square feet detached accessary structures. Recommendation of a variance of 334 square feet concerning maximum square footage of detached accessary structures. This variance will allow to have 139.43% or an additional 846 square feet concerning primary structure foundation. Roll call vote taken of all ayes.

Ragusa Variance - 475 South Elm Street: Motion by Howard, seconded by Moore to approve the Zoning Board's Recommendation of a variance 661 square feet concerning maximum square footage of detached accessary structures. This variance will allow to have 1911 square feet detached accessary structures. Also, a variance of 1062.75 square feet concerning maximum square footage of detached accessary structures. This variance will allow 146.378% square feet detached accessary structures. Roll call vote taken of ayes: Howard, Moore, Kilpatrick and Rigsby. Nays: Wilkey.

Harrell Rezoning Request: Harrell's requested rezoning their property at 199 E. Lincoln to C-2. Motion by Howard, seconded by Kilpatrick to deny this request. Roll call vote taken of all ayes.

American Building Company Illinois LLC Annexation and Rezoning: Motion by Kilpatrick, seconded by Howard to approve the Zoning Board's Recommendations and have City Attorney prepare Ordinance for the annexation of 10 acres of land west of current plant and the rezoning of same to Industrial. Roll call vote taken of all ayes.

Director of Public Service: Report was presented in written form. He reminded everyone that Spring Clean Up Day will be Saturday at the El Paso Fire Station.

Mayor's Report: Mayor Mool reported on Memorial Day Program at Evergreen Cemetery on May 6, 2025. He also said that the City Crews will be placing mulch under swing sets in all parks next week.

City Council Comments: None

Police Chief Report: The Chief reported several quickly solved break ins and arrests.

City Attorney: Attorney Stoller had nothing else to report.

City Clerk: Clerk Fever had nothing to report.

Motion by Howard seconded by Moore to adjourn. Voice vote taken of all ayes. The meeting was adjourned at 7:40 PM.
