City of Lewistown City Council met June 10.

Liquor Committee Meeting
Committee Members- Mayor Cindy Goddard, Sally Clark, John Spotloe.
Business to discuss-Discuss Erin Ahart Liquor License Application. Erin Ahart stated that they would offer beer, wine and liquor. The hours of operation would be Wednesday 3p.m.- 8p.m., Thursday 3p.m.- 8p.m., Friday 3p.m.-8p.m., Saturday 11a.m.-8p.m., and Sunday 11a.m.- 5p.m.. Mayor Cindy Goddard stated we have a restaurant license available and that it had to be 60% food and Erin Ahart stated it would be. Erin Ahart stated they are planning on opening in September. Committee is going to recommend approval to the council. Meeting Adjourned at 6:07 p.m.
TIF Committee Meeting
Committee Members- John Spotloe (Chairman), Dave Levingston, Brad Ward
Business to discuss- Discuss Erin Ahart TIF application and Lewistown Economic Advancement Project. The house Erin Ahart was applying for was actually not in the TIF district. The Lewistown Economic Advancement Project are asking for $2,500.00 to have 224, 260, 274, 280 N. Main Street surveyed. They have already received $1,100 in donations. Maurer-Stutz will be doing the survey. Erin Ahart stated this is a start to getting the buildings repaired. Committee is going to recommend approval to the council. Meeting adjourned at 6:23 p.m.
LEWISTOWN CITY COUNCIL MEETING
The Lewistown City Council met in regular session in the council chambers. Mayor Cindy Goddard called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Cindy Goddard. Also present: City Treasurer Debby Brown

CLERKS REPORT/MINUTES: Natalie Nelson, Absent
Alderperson Spotloe made a motion to approve the minutes of May 27, 2025 TIF and City Council meetings, second by Alderperson Clark, the motion carried all ayes. Clerks Report- Absent
TREASURER'S REPORT: Debbie Brown. Nothing tonight.
ATTORNEY'S REPORT: Attorney Nathan Collins. Absent
ENGINEER'S REPORT: Keith Plavec. No Engineer.
PUBLIC COMMENTS AND PETITIONS: Nothing tonight.
COMMITTEE REPORTS:
Finance/Insurance/Zoning - Alderperson Clark: Nothing to report.
Sewer - Alderperson Levingston: Nothing to report.
Streets & Allies - Alderperson Levingston: Nothing to report.
Police/ESDA -- Alderperson Ward: Nothing to report.
Water -- Alderperson Miller: Nothing at this time.
Utilities/Publications - Alderperson Long: Nothing tonight.
Public Buildings & Grounds -- Alderperson Long: Putting a soil conditioner for bobcat attachment to work on allies on the agenda next meeting, $9,700.00. He would like to get the study for phase 2 on the water project before phase 1 even starts.
Tourism -- Alderman Miller: Music in the Park. Havana has a local band at river park. Committee members going to visit the well field and water treatment plant to go see how it works.
Tax Increment Financing - Alderperson Spotloe: Later in the meeting.
Citizens Committee - Amanda Sutphen not present.
Christmas Committee - Kenny Haacke, absent.
Economic Development Committee - Erin Ahart, After hours at Native Trails Winery on June 26th, 2025. Canton got a funding for signs, they have approved $5,000 for new signs at the blacksmith shop, The Depo and Museum in Lewistown.
WORKS DIRECTOR'S REPORT – Evinn Palmer Director, absent.
UNFINISHED BUSINESS:
1. Discuss/ Act Upon Flood Ordinance- Mayor Cindy Goddard stated that it is for the mitigation project that Evinn is working on, that they need it for FEMA. Alderman Miller made a motion to pass the Flood Ordinance, second by Alderman Spotloe, Roll Call vote, motion carried all ayes.
NEW BUSINESS:
1. Discuss/Act Upon Wyman Group with insurance - Tim Wyman stated that insurance rates are going to be going up. He presented the council with information on adding vision and dental to the blue cross blue shield coverage. Tim stated that it would not add much more on to the city portion that they pay. Tim stated that the city would be looking at around $3,000 more if they added vision and dental. Motion by Alderperson Levingston to approve adding dental and vision to the insurance, second by Alderman Long, roll call vote, motion carried all ayes. Alderman Miller made a motion to approve the renewal of the insurance, second by Alderman Spotloe, roll call vote, motion carried all ayes.
2. Discuss/Act Upon Ordinance for Lewistown Fire Department TIF Application, Alderperson Ward made a motion to approve the Ordinance for the Lewistown Fire Department TIF, second by Alderperson Clark, roll call vote, motion carried all ayes, Alderman Levingston and Alderman Spotloe Abstain for voting.
3. Discuss/Act Upon Accepting Jim Tunney's Resignation, Jim Tunney's last day will be June 30th, 2025, motion by Alderperson Spotloe to accepting Jim Tunney's resignation, second by Alderperson Clark, roll call vote, motion carried all ayes.
4. Discuss/ Act Upon Donating Jim Tunney his issued duty weapon, Alderman Ward stated that it would be $500 to replace his duty weapon, motion by Alderperson Spotloe to donate Jim Tunney his issued duty weapon, second by Alderperson Clark, roll call vote, motion carried all ayes.
5. Discuss/ Act Upon Erin Ahart Liquor License application, Liquor Committee meeting prior to the council meeting, motion by Alderperson Clark to approve restaurant liquor license, second by Alderman Long, roll call vote, motion carried all ayes.
6. Discuss/ Act Upon Erin Ahart TIF application, address not in TIF district.
7. Discuss/ Act Upon Lewistown Economic Advancement Project TIF, Committee meeting prior to council meeting, motion by Alderperson Clark to approve Lewistown Economic Advancement Project TIF application for $2,500, second by Alderman Spotloe, motion carried all ayes.
PRESENTATION OF BILLS:
Alderperson Clark made a motion to approve all bills properly endorsed; Seconded by Alderperson Ward, roll call vote, the motion carried with all ayes.
