City of Chillicothe Judicial Committee met June 25.

The Judicial Committee met on June 25, 2025 at 4:30 p.m., in the council chambers at City Hall.

Chairman Gehrig called the meeting to order 4:30 p.m.
PUBLIC COMMENT

PURPOSE
Ordinances relating to Bike/Bike paths/multi-purpose pedestrian bike trail. Office Manager Passage advised the committee that the code was amended in 2023 as follows below:
Sec. 94-129. Multi-purpose pedestrian bike trail.
No person shall operate a low-speed electric bicycle, low-speed gas bicycle, motorized pedal cycle, motor driven cycle, motorized play vehicle, or motorized vehicle of any kind on any path, trail, or sidewalk designated as a multi-purpose pedestrian bike trail. (Ord. No. 23-09-15, § 2(Exh. A), 9-11-2023)
Attorney Cascia advised the committee that there would be a need for an intergovernmental agreement between the city and the county as part of bike trail is in the county and part is in the city. The intergovernmental agreement would be for enforcement of city codes. Office Manager Passage stated another option would be to approach the IVC School District to see if there is an interest to annexing the property to the city as they would like to eventually build a bus garage and potential new school on the property where the bike trail is located. A discussion was held regarding the benefits of annexation verses an Intergovernmental Agreement with the county. Chairman Gehrig commented on the need to discuss with the School District how ingress and egress would affect the multi-purpose trail should the school build on the property. Alderperson Bredeman recommended that the City attorney contact Chad Allison, Superintendent of Schools to discuss their plans for the property and potential annexation first before a decision is made as to which option would be recommended to the city council. Chairman Gehrig agreed. The consensus of the committee was to have Attorney Cascia advise Attorney Day to contact Superintendent Allison and report back to Chairman Gehrig.
Comprehensive Plan Update - Office Manager Passage reported that on April 21, 2025 the draft of the Comprehensive Plan was presented to the council for review and comments. The Economic Development Committee is heading up this as a grant was received from Tri County to update the city's comprehensive plan. ED Director Beadles is asking that each committee review their appropriate sections and give comments back to her by July 18. Chairman Gehrig requested that Office Manager Passage send the plan to herself and Alderperson Bredeman so they can review and recommended that a Judicial meeting be called for July 17 at 3:30 p.m. go over their comments.
