City of Chillicothe Judicial Committee met July 17.

The Judicial Committee met on July 17, 2025 at 4:30 p.m., in the council chambers at City Hall.

Present: Chairman Gehrig Alderperson Bredeman,

Also Present: Mayor Hughes, Office Manager Passage, Attorney Day

Chairman Gehrig called the meeting to order 4:31 p.m.

No public comments

PURPOSE

Review - Comprehensive Plan Objectives

Chairman Gehrig stated the purpose of the meeting was to review the Comprehensive Plan Objectives from Tri-County. The committee reviewed the following pages of the report:

Plan Implementation, Development & Growth, Transportation, Infrastructure, and Services,

Housing, Park, Recreation, and Natural Resources, Community Character, and Health & Safety.

It was discussed that the plan references the Plan Commission and Zoning Board of Appeals as primary Responsible Party, however; there was concern that theses are volunteer groups. Attorney Day suggested that in areas where zoning changes are recommended it may be recommended as long term instead of short term. Some areas the committee felt it was not necessary and should be considered to be removed. There were other areas where it recommends the building department be the primary responsible party and the city does not have a building department.

Office Manager Passage stated that Economic Development Director Beadles has sent an email asking that department heads review their appropriate areas and give comment.

After the review, Office Manager Passage will compile the recommendations and submit them to the committee, which will then be forwarded to Economic Development Director Beadles.
