City of Chillicothe Public Works Committee met Aug. 6.

Here are the minutes provided by the committee:

The public works committee met on August 6 2025 at 4:30 p.m. in the council chambers at city hall.

Present in Person: Alderperson Semtner, Mayor Hughes

Also present In Person: Superintendent Sutherland, Engineer Horton, Office Manager Passage Absent: Chairman Sharp

Alderperson Semtner called the meeting to order at 4:34 p.m.

Public Comment

No Public Comment

Purpose

High Usage Waivers

Office Manager Passage advised she had received one high usage waiver from Richard Witte 648 Truitt, however; a requirement is to be present at the committee meeting where it is discussed. The consensus of the committee was to withdraw the request since Mr. Witte was not present.

Lien Report

Office Manager Passage reported that one lien will be filed for 423 Moffitt Apt. E if the bill is not paid by August, 11. The amount due is $114.00.

Sidewalk Program 25-26

Office Manager Passage advised the committee one sidewalk application was received: Ardean Larsen 514 Taylor Dr. The lowest proposal was $1,872.00. City cost would be $1,497.60.

The consensus of the committee was to present the application for approval at the August 11 council meeting.

Hydrant Flushing

Superintendent Sutherland presented a proposal from Complete Maintenance System for the flushing of the fire hydrants in the amount of $3,340.00. He advised it is a budgeted line item in the water fund. Superintendent Sutherland explained the purpose of flushing the hydrants and what chemicals are in the water. He also stated that the testing is required by the EPA and helps with the ISO rating. The consensus of the committee was to bring the proposal to the August 11 council meeting for approval.

City Parking Lot Between Chestnut & Pine

Alderperson Semtner explained that he has concerns regarding the semi-trucks that are parking in the city's parking lot between Chestnut Street and Pine Street. A discussion was held regarding where the property line is and where the railroad right-of-way is located, in relationship to where the semi-trucks park. Superintendent Sutherland will contact Jeremiah, with the railroad to set up a meeting to determine where the railroad right-of-way, and report back to the committee.

IDOT - Traffic Signals Agreement

Engineer Horton reported that IDOT confirmed the traffic signals were upgraded when they did the improvement on Fourth Street, therefore; they have withdrawn the traffic signals agreement.

Engineering Agreement - Fehr Graham

Engineer Horton presented an agreement for professional services between Fehr Graham and the City of Chillicothe. Office Manager Passage advised that the City attorney had previously looked at the agreement and questioned if his recommendations had been made. Engineer Horton advised he will go over the agreement with Office Manager Passage to discuss the attorney recommendation to insure all changes were made.

PROJECT UPDATES

Engineer Horton reported the following:

Cloverdale Mill and Overlay

Preconstruction meeting will be Thursday, August 14

Cloverdale Inlet Repairs

Engbrecht Concrete has completed and has submitted for final payment.

Bradley Drainage Project

GA Rich has been on hold again as one of the pipe connectors that was on site was incorrect and they had to re-order the part. They have received the part and will be on site working again tomorrow.

Regarding the open change orders the following are the adjustments based on the changes:

Base Bid #1: $603,371.00

COR-001: -$49,181.00

COR-002: $40,691.13

Total Change: -$8,489.87 (credit)

Base Bid # 2: $283,777.00

COR-001: -$16,425.00

COR-003: $31,302.51

Total Change: -$14,877.51

MFT Paving

Pending a schedule for paving from Advanced Asphalt

NON MFT Paving, Curb, and Sidewalks

Merce Construction is continuing work on sidewalks- starting next week

Azbell Road Improvement

Engineer Horton has received two quotes (UCM and Pavement Maintenance). This project will be on hold until it is determined if sufficient funding is available.

Riversound Phase 7

Austin Engineers working with Jim Paul is proposing a temporary detention basin to help with the flooding issues on Hillcrest. They are not getting the infiltration within the dry wells they expected thus they would like to incorporate a temporary detention basin and work to develop permanent future

basins when they continue the development.

Next Development - Riversound

Sam Lahood of Austin Engineers discussed the next development for Riversound south of Cloverdale. They would like to extend Riverbirch Drive up to Presley Street. They do understand that they will need to incorporate detention basins for drainage in future developments. They understand the will need to submit a revised order of construction, but they plan to use one of the lots for detention and not redo the plat.

Hillcrest & RT 29

Engineer Horton reached out to IDOT, however; has not heard anything at this time.

Superintendent Sutherland Reported:

He has the water valve risers and manhole risers needed for the overlay

The No Parking Signs have been installed on Hoyt Street

Approach for ADA sidewalks have been backfilled

Mayor Hughes reported that the Road on Walnut at the Corner of Walnut and Hushaw needs to be repaired.
