City of Marquette Heights City Council met Aug. 11.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Little.

ROLL CALL

Aldermen present for Roll Call: Alderman Neuhaus, Sipes, Crum, Neumann, Babb and Joos.

Also present were Attorney Hermann, Treasurer Worent, Street Superintendent Helms, Deputy Clerk Minson, Assistant Fire Chief Bartlett and Building Inspector Dearborn.

Absent: Police Chief Merritt, Clerk Steele and Water Superintendent Smith

REPORTS OF CITY OFFICIALS

Mayor

Received an e-mail from the Pekin Chamber of Commerce regarding a meeting about the Veteran’s road project on Aug. 13th at 8:00 a.m.

Attorney

Discussion regarding a TIFF district and having residential properties in a business district.

Clarified that there was only one ordinance regarding the amusement tax and that we should skip over the first item under new business.

Communication

Building Inspector

No report

Citizens Wishing to Address the Council

Kris Wilson spoke with council regarding pigeons and the keeping of them. He just bought a property in Marquette Heights and was wondering how to get an ordinance that would permit him to have pigeons. He was instructed to check with the health department to see if any certificates or licensing was required by the state.

Jeff McCollum, a resident of Marquette Heights, introduced himself to Council and spoke of his business, JBMAC HVAC which is located at the corner of Lincoln and Joliet roads. We hope he has great success!

Robin Durdell of Kona Ice discussed the property they own behind them and what their plans were for it.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Joos

Generator to be installed this week.

Chemical pump needs new pipe

Alderman Joos said Tim asked that the the G.A. Rich estimate for valves and Insta valves, be tabled..

Law Enforcement – Alderman Babb

Annual balloon fight went well

Streets – Alderman Neumann

Lost engine on the 2017 Toro Mower with 2300 hours

Discussion regarding new mower. Alderman Neumann would like to see the maintenance schedule on the mowers. Water dept. has a mower of the same size he would like to see streets use.

Park n Ride has been backfilled

Dreamscapes worked on the stone sign at the bottom of LaSalle, added more rock

Discussion of the Frisbee memorial sign

Public Buildings / Parks – Alderman Sipes

Discussion about the repair of the door and frame of the city building’s street deck side

Fire – Alderman Neuhaus

Water balloon fight was fun, had a lot of kids show up

Planning – Alderman Crum

The appraisal of 100 Joliet should be in hand in a couple of weeks, the cost will be in the $800.00 range

Old Business

ITEMS REMOVED FROM CONSENT AGENDA:

APPROVE CONSENT AGENDA:

Alderman Neumann made a motion, seconded by Crum to approve the Consent Agenda in its entirety. Roll Call Vote: All Ayes, Motion passed.

a. Approve the regular Council Meeting Minutes of July 28, 2025.

b. Approve the Special Committee Meeting Minutes of August 4, 2025.

c. Approve July 28, 2025, Executive Council Meeting Minutes.

d. Approve Bi-Monthly expenditures in the sum of $ 189,984.51

NEW BUSINESS

a. Motion to approve the ordinance pertaining to amusement taxes. No action taken

b. Alderman Neumann made a motion, seconded by Crum to to approve the ordinance# 966, imposing amusement tax within the city. Roll Call Vote: All Ayes. Motion passed

c. Alderman Joos made a motion, seconded by Crum to approve to table the valve replacement by GA Rich. Roll Call Vote: All Ayes. Motion passed.

d. Alderman Sipes made a motion, seconded by Neumann to approve Kelley Construction for the repair of the street garage door support, not to exceed $7,749.54 Roll Call Vote: All Ayes. Motion passed.

CITIZENS WISHING TO ADDRESS COUNCIL:

Robin Durdle asked questions about the Amusement tax

ANY OTHER BUSINESS PERTAINING TO THE CITY.

Attorney Herman asked that we verify the address of the school and the property at the corner of Joliet and LaSalle.

Alderman Neumann made a motion, seconded by Babb, to enter Executive Session at 7:58 p.m. for purpose of discussion of certain personnel . Roll Call Vote: All Ayes. Motion passed.

Council exited Regular Session and entered Executive Session at 8:00 p.m.

Council resumed Regular Session at 8:30 p.m.

ADJOURNMENT

Alderman Neumann made a motion, seconded by Alderman Babb, to adjourn the regular City Council Meeting at 8:33 p.m. Roll Call Vote: All Ayes. Motion passed.
