City of Chillicothe Judicial Committee met Aug. 27.

The Judicial Committee met on August 27, 2025 at 4:30 p.m., in the council chambers at City Hall. Present: Alderperson Bredeman, Alderperson Cantwell, Alderperson Semtner,

Also Present: Mayor Hughes, Office Manager Passage, Attorney Cascia

Chairman Gehrig called the meeting to order 4:30 p.m.

PUBLIC COMMENT

No public comments

PURPOSE

Ordinance - Council Agenda - Order of Business - Section 2-95 of the city code outlines the order of business. It was recommended to add to the order of business on the council agenda the topic Executive Session (optional). Attorney Cascia advised that Section 2-94 (2) would need to be removed as it addresses topics not on the agenda, including executive session.

Office Manager Passage advised that she has received a request from Alderperson Semtner to have New Business place on all council agenda's and committee meeting notices. Attorney Cascia explained that you can have New Business on the council agenda and committee meeting notices, however; no formal action can be taken.

A discussion was held regarding the inclusion of 'New Business' as a standing item on council agendas and committee meeting notices, and how this would be implemented. The consensus of the committee was to bring to council the request to add Executive Session and New Business as standing items on the council agenda and New Business on Committee meeting notices and remove section 2-94 (2) by referring it to the city attorney to draft the necessary ordinance.

Chairman Gehrig entered the meeting in person at 5:02 p.m.

Consumption of Liquor on Premises - Fuel Station - Mayor Hughes requested information from the City Attorney regarding a prohibition of issuing pouring liquor licenses to fuel stations. Attorney Cascia advised, Illinois law provides that an ordinance cannot deny a liquor license to any class of licensees not specified in the enabling statute.
