City of Marquette Heights City Council met Aug. 25.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Little.

ROLL CALL

Aldermen present for Roll Call: Alderman Neuhaus, Sipes, Crum, Neumann, Babb and Joos.

Also present were Attorney Hermann, Treasurer Worent, Street Superintendent Helms, Assistant Fire Chief Bartlett and Building Inspector Dearborn.

Absent: Police Chief Merritt and Street Superintendent Helms

Attended Pekin Chamber – Veterans Rd extension – more to come

Discussion of Pigeons – IML info for 205 Beloit

The information for an ADA grant has been submitted for the parking lot and lighting.

The Grocery Tax ordinance has been submitted to the State

Received the insurance reimbursement for the Fire Alarm that was damaged when struck by lightning

Received the settlement for the PFAS class action suit

Electrical Aggregation – signed and will take effect end of November 2025.

Treasurer

Will have a budget review next month

Attorney

Discussion between Alderman Crum and the attorney regarding TIFF district. More to come.

Generator installed, exhaust to be re-routed.

Law Enforcement – Alderman Babb

Hired part time officer: Billie Ingles

Will need an exec for personnel

Streets – Alderman Neumann

6 storm drains have been repaired

Generator installed

81 pickup had some repairs completed

Center broom not working on street sweeper

Public Buildings / Parks – Alderman Sipes

Garage door repair delayed, Tod pushing

Fire – Alderman Neuhaus

Annual fundraiser cookout will be on September 20th from10am – 2pm

Planning – Alderman Crum

Discussion of maps of Lasalle. Ready to build but survey of land delayed.

Comprehensive Plan needs updated

ITEMS REMOVED FROM CONSENT AGENDA:

Alderman Neumann made a motion, seconded by Babb to remove Item b. Approve August 11, Executive Council Meeting Minutes from the consent agenda. Roll Call Vote: All Ayes, Motion passed.

APPROVE CONSENT AGENDA:

Alderman Neumann made a motion, seconded by Babb to approve the Consent Agenda without Item b. Roll Call Vote: All Ayes, Motion passed.

Approve the regular Council Meeting Minutes of August 11, 2025.

Approve August 11, Executive Council Meeting Minutes.

Approve Bi-Monthly expenditures in the sum of $ 61,805.03

NEW BUSINESS

Alderman Crum made a motion, seconded by Neuhaus to approve having the property at 100 Joliet appraised, not to exceed $1,000.00 Roll Call Vote: All Ayes, Motion passed. 01-17-5390

Alderman Sipes made a motion, seconded by Crum to approve payment of $4,000.00to DreamScapes for the landscaping done at the Welcome Marquette Heights sign at the bottom of LaSalle. Roll Call Vote: All Ayes. Motion passed. 01-51-5390

Alderman Neumann made a motion, seconded by Neuhaus to approve the work on the bucket truck from Cranes & Equipment Corp, not to exceed $1,500.00 Roll Call Vote: All Ayes. Motion passed. 01-41-5190

Alderman Neumann made a motion, seconded by Babb to waiving the fee for the business permit generated for JBMAC HVAC, located at 150 Joliet Rd. Roll Call Vote: All Ayes. Motion passed.

CITIZENS WISHING TO ADDRESS COUNCIL:

ANY OTHER BUSINESS PERTAINING TO THE CITY.

Alderman Neumann made a motion, seconded by Babb, to enter Executive Session at 7:27 p.m. for purpose of discussion of certain personnel . Roll Call Vote: All Ayes. Motion passed.

Council exited Regular Session and entered Executive Session at 7:28 p.m.

Council resumed Regular Session at 7:36 p.m.

ANY OTHER BUSINESS PERTAINING TO THE CITY.

Alderman Crum made a motion, seconded by Joos to pay Building Inspector Dearborm twenty dollars for twenty hours for his administrative time. Roll Call Vote: All Ayes. Motion passed 01-11-4110

ADJOURNMENT

Alderman Neumann made a motion, seconded by Alderman Neuhaus, to adjourn the regular City Council Meeting at 7:38 p.m. Roll Call Vote: All Ayes. Motion passed.
