City of Chillicothe Public Safety Committee met Oct. 7.
Here are the minutes provided by the committee:
In Attendance: Mayor Hughes, Chairperson Bredeman, Alderperson Sharp, Alderperson Semtner, City Attorney Kevin Day, and Police Chief Cooper
Public Comment: None
Purpose:
Budget Review 25-26
Chief Cooper advised that the police department has expended 37% of its general fund budget so far, this fiscal year.
Discussion - City Code - Regarding Electric/Gas/Pedal Cycles, Bicycles, E-Scooters and E- Motos
The committee discussed possible options to amend the city code regarding this topic that would create rules and regulations that are more restrictive than state law, in an effort to make these vehicles as safe as possible for all motorists. Some of the regulations discussed included mandatory driver's license to operate E-bikes, helmets required for E-bikes, and liability insurance for E-bikes. It was the consensus of the committee to move this agenda item to the Judicial Committee for further discussion of an ordinance amendment.
Special Event Request - Annual Halloween Spooktacular - Pearce Community Center It was the consensus of the committee to move this agenda item to the next City Council meeting.
Special Event Request - Nikolaus 5K Lauf and Fun Walk 2025
It was the consensus of the committee to move this agenda item to the next City Council meeting.
Special Event Request - Nikolausmarkt - City Park
It was the consensus of the committee to move this agenda item to the next City Council meeting.
Update - Chillicothe Police Department
Chief Cooper provided committee members with the police department's statistics from the month of September. Chief Cooper advised that Officer Farrance was currently attending the Illinois 80-hour BASIC SWAT training for his participation on the Central Illinois Emergency Response Team. Chief Cooper further advised that he has had preliminary talks with lan Goldberg in regards to Summercamp Music Festival 2026.
Update - Chillicothe Fire Protection District
There was not a representative from the fire protection district present at the meeting.
New/Old - Property Maintenance
Update - Property Maintenance/Dangerous Buildings -Sturgeon Lane Trailer Park
There was no update at this time. It was noted that there will be a closed session at the upcoming council meeting to discuss this topic.
Old Business:
Possible Code Enforcement Officer - The committee had discussions about a code enforcement officer's job description, and the necessity for an additional building inspector for the property maintenance portion of the city code.
