City of Eureka City Council met Oct. 6.

The Eureka City Council convened in regular session on October 6, 2025, at 7:30 p.m. Mayor Eric Lind called the meeting to order and after a moment of silence led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Chambliss, Klaus, Littlejohn, Logan, Teegarden, and Williams. Aldermen Hasty and Wilson were absent. Also in attendance were Lynn Hinnen, Treasurer; Erik Hasselbacher, Director of Public Works; Chief Alex Collinge and Melissa Brown, City Services Coordinator.
Moved by Teegarden, second by Williams, to approve the minutes of the September 15, 2025, meeting of the City Council. Passed on roll call vote with Aldermen Teegarden, Williams, Chambliss, Klaus, Littlejohn, and Logan all voting Aye.
Moved by Teegarden, second by Littlejohn, to approve the minutes of Committee meetings held in the last 30 days-Administration and Economic Development. Passed on roll call vote with Aldermen Teegarden, Littlejohn, Chambliss, Klaus, Logan, and Williams all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Chambliss, second by Logan, to approve and pay the bills as the City's obligation in the amount of $147,935.68. Passed on roll call vote with Aldermen Chambliss, Logan, Klaus, Littlejohn, Teegarden, and Williams all voting Aye
Public Hearing to consider the vacation of a public street located approximately 450 feet along W. Cruger Avenue between South Walnut Street and the alley entrance to Kirby Foods in Eureka. Sixteen people were present. Curt Blunier represented the AC Church in voicing concerns about traffic, safety, and parking especially during Church events. A resident of the condos voiced concerns about increased traffic behind the AC Home. Brent Contrell voiced support of the expansion. No formal action was taken at this meeting.
Moved by Teegarden, second by Littlejohn, to approve Ordinance 25-09, an ordinance for approval of a revolving loan fund agreement for a loan to SoLuna Thrive. Passed on roll call vote with Aldermen Teegarden, Littlejohn, Chambliss, Klaus, Logan, and Williams all voting Aye
Moved by Teegarden, second by Klaus, to move into Executive Session pursuant to 5 ILCS 120/29 (c) (11) for discussion of possible or imminent litigation. Passed on roll call vote with Aldermen Teegarden, Klaus, Chambliss, Littlejohn, Logan, and Williams all voting Aye
Moved by Klaus, second by Teegarden, to reconvene from Executive Session pursuant to 5 ILCS 120/29 (c) (11) for discussion of possible or imminent litigation. Passed on roll call vote with Aldermen Klaus, Teegarden, Chambliss, Littlejohn, Logan, and Williams all voting Aye.

New Business: The City now owns the Jerry Knoblach property. The storage unit renters have been notified.

There being no further business to come before the Council the meeting adjourned at 8:22 p.m.
Public Hearing - City of Eureka
Present: Present were Aldermen Chambliss, Klaus, Littlejohn, Logan, Teegarden, and Williams. Aldermen Hasty and Wilson were absent. Also in attendance were Lynn Hinnen, Treasurer; Erik Hasselbacher, Director of Public Works; Chief Alex Collinge and Melissa Brown, City Services Coordinator.
Item #1: Public Hearing to consider the vacation of a public street located approximately 450 feet along W. Cruger Avenue between South Walnut Street and the alley entrance to Kirby Foods in Eureka. Sixteen people were present. Three people spoke to the Council.
Curt Blunier, a trustee of the Apostolic Christian Church, noted that when they have a service there are nearly 100 cars. Fifty-six come in on Cruger Street. Handling the traffic at the corner of Walnut Street and Route 24 will be a problem. Trees will need to be cut back so the driver can see to the west when entering Route 24. What will be the access to the church by firetrucks if there is a fire? If there is a wedding or a funeral during the week, parking will be a big problem with employees using their lot to park.
Jerry Ballard lives in the condos at the AC Home. He noted that many employees park in the lot across the street. Where will they park?
Kim Joos, administrator of the AC Home, noted that they are aware of parking concerns. Traffic behind the Home is discouraged. She asked if Walnut Street could be widened by three feet to allow better parking along it. Safety is their number one concern. She asked that if we can't close Cruger Street in their area, we need speed bumps and a cross walk.
A traffic study will be done.
