Village of Bellevue Board of Trustees met Oct. 22.

I. CALL TO ORDER
The Mayor called the Village of Bellevue meeting to order at the Village Hall @ 6:00 p.m.
II. ROLL CALL
Present: Mayor Ross Pesch; Trustee Sandra Cooper; Trustee Paul Eichhorn; Trustee Aaron Lannert; Trustee Judith Wight; Trustee Leroy Wiseman; Attorney Lane Alster; Theresa Johanson, Village Treasurer

A. Approval of Regular Session Minutes – October 08, 2024.
B. Approval of Bills
Trustee Wight moved to approve the Consent Agenda as presented. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

V. PUBLIC COMMENTS
Francis Heskett commented that there are other properties that need to be cleaned up besides the McKenrick property on Plank Rd.
A resident commented that Bellevue needs to keep track of the number of rental properties in the community and immigrants renting property. Mayor Pesch responded that there is also a vacant property ordinance with language regarding fines. Board members discussed having the Office Manager organize and check on each parcel through Peoria County. It was mentioned that when the rental property ordinance was passed in 2007, a binder was created with the owner of the property and renter information.

A. Trustee Lannert moved to approve Illinois Municipal League Risk Management. Trustee Wiseman seconded the motion. Approved with the following roll call vote:

E. Mayor’s Report
1. Board members discussed whether to amend the ordinance for open burning. The big concern is the harm to students during the day for people to burn and the possibility to change the hours of burning because the safety of the children in school. The current ordinance can be enforced. The school needs to have a conversation with the Limestone Township Fire Department. The ordinance will not be amended at this time.
2. Mayor Pesch informed the Board members that he had a conversation with the Peoria County Sheriff. The Peoria County Sheriff’s Department will not issue permits and keep track of individuals in compliance or do inspections. By Illinois statute, a golf cart or UTV needs to be inspected and in compliance. Someone would have to sign off on the inspection within the Village. Board members discussed the safety and hazards within the community as well as the responsibility of the Village to keep track of inspections and compliance. If anyone is riding a lawnmower in the Village, the individual can be ticketed. The Board could schedule a public hearing to continue the conversation.

3. Trustee Lannert inquired about how the Board decides the amount given to people for the Business District. Attorney Alster responded that the Board must determine what is in the best interest for the Village when making these decisions. Development plans would be approved by the Board. The Board will consider all factors.
4. Trustee Wight stated that she has different people come to her without mentioning names. Comments are made about the dollar amount available for TIF and the individuals that should be discussing funds or negotiating with business owners. When people make complaints during a Board meeting about a particular person, the information is given to that individual directly after a meeting.
