Bartonville Council reviews purchases, appointments

Meeting 04

Village of Bartonville City Council met Monday, April 11.

The Village of Bartonville has a Mayor and Board of Trustees form of government, elected by the residents of the village.

Here are the minutes of the meeting as provided by Bartonville:

Village of Bartonville Council Meeting Minutes

April 11, 2016 6:00 p.m.

Clerk Carr-Bruce called the Council meeting to order at 6 p.m.

Present: Trustees Flier, Helms, Ricca, Hart, Jacobs

Absent: Mayor Wolfe and Trustee Hoopingarner Quorum Present.

Trustees Flier and Jacobs motioned to approve Trustee Ricca acting as Chairman of the Board for the night's

meeting.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried.

Trustees Jacobs and Flier motioned to approve the March 14, 2016 Board Minutes and the Communications.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried.

Trustees Jacobs and Flier motioned to approve the March 14, 2016 Executive Session Minutes.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried

Trustees Jacobs and Flier motioned to approve the Expenditures and Supplementals.

Trustees Jacobs and Flier motioned to approve the March 14, 2016 Board Minutes and the Communications.

VISITORS

DEPARTMENT HEAD REPORTS

Public Works Superintendent John Hawksworth, on vacation-No Report.

Police Chief Brian Fengel presented his Board Report. Chief Fengel spoke of the Dispatchers putting in a lot of hours and it being telecommunications week. Chief Fengel pointed out that the recent Heroin Calls were in at one and hope it stays at that number. Trustee Flier noted from the report that there were a lot of repeat offenders. Chairman Ricca thanked Chief Fengel and asked him to thank the auxiliary for saving the Village $3,500.00 for the month. Chief Fengel noted that Civil Services finished it most recent round of testing for dispatchers and there were ten on the list.

Fire Chief Mike Cheatham presented his Board Report to the trustees and informed the board that the department was preparing a document to send to IL-AWC concerning painting hydrants. Chief Cheatham stated that some of the Village street signs are fading badly and need replacing. Chairman Ricca agreed that there were some older signs that could use replacing, notably in Paddock Manor. Trustee Flier stated that according to the State of Illinois, street signs were to be replaced by 2018. It was also stated that you will not be able to see letters on some of the signs by 2017. Chief Cheatham also spoke of Harrison road being closed for a week and that people will have to go up Treasure. Chairman Ricca thanked the department for saving the Village $58,135.00 for the month and $180,565.00 year to date.

Parks/Recs Chairman, Jerry Betson informed the Board that the Eagle Scout project was completed on Saturday and Limestone Independent News took pictures. Mr. Betson thanked Chairman Ricca for the use of his personal auger and thanked Public Works for digging the holes. Mr. Betson stated that a plaque would be posted on board giving recognition to Jake Winkle. Trustee Hart inquired as to what the next project would be and Mr. Betson stated that another Eagle Scout project included painting the picnic tables.

Village Attorney

Attorney Ken Snodgrass informed the Trustees that the courts have 21 days to respond in regards to an open case involving the Village.

Mayor

Chairman Ricca requested a motion to adopt the 2016 Telecommunication Week Resolution.

Trustees Flier made the motion with Trustee Helms seconding that motion. Trustee Flier thanked the 2 dispatchers for their non-stop work and dedication.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried

Chairman Ricca requested a motion to to approve the Beckman Acre Subdivision Platt.

Trustees Flier made the motion with Trustee Helms seconding that motion.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried

Village Clerk

Clerk Carr-Bruce requested a motion to approve the appointment of Larry Richards and Pam Richards, 4622 Meadow Lane, Bartonville, (309)697-0220 to the Zoning Board of behalf of Mayor Wolfe.

Trustees Flier made the motion with Trustee Hart seconding that motion.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried

Trustees Jacobs and Flier motioned to approve the Clerk and Deputy Clerk attending a workshop sponsored by

IDOR in Springfield on Wednesday, June 15, 2016 and the use of the Village issued credit card for fuel and meals.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried

Trustees Flier and Hart motioned to approve the purchase of a new printer for the Village Hall Office. The machine is a HP Officejet Enterprise Color X585DN. The purchase amount is $2,098.99 and the maintenance agreement is $52.00 per month.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried

Trustees Flier and Helms motioned to approve paying invoice #RCB000000015704, ICRMT 2014/2015 Workers Compensation Audit Adjustment in the amount of $15,039.00.

Chairman Ricca requested a motion to to approve the Beckman Acre Subdivision Platt.

Trustees Flier made the motion with Trustee Helms seconding that motion.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried

Trustee Reports

Trustees Flier and Jacobs motioned to hire two full time Village of Bartonville 911 dispatchers.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried

Trustee Flier and Helms motioned to approve the Consent to Assignment of Cable Television Franchise Agreement. (ITV-3 Inc. to ITV-3, LLC, a subsidiary of Countrywide Broadband, LLC.) Chairman Ricca noted that ITV2 was bought out by Countrywide and Attorney Bill Streeter noted that ITV-3, LLC would be held to the existing contract with the Village.

Ayes: Trustees Flier, Helms, Ricca, Hart, Jacobs.

Nays: None Motion carried

Trustees Hart and Flier motioned to approve accepting a credit of $5,000.00 for future work from PA Atherton in  regards to work done on Pfeiffer Road. It was noted that when this credit is redeemed the Village will have to reimburse the TIF fund in the amount of $5,000.00 due to this is where the credit originated.

Chairman Ricca requested a motion to to approve the Beckman Acre Subdivision Platt.

Ayes: Trustees Flier, Helms, Ricca, Hart.

Nays: Jacobs. Motion carried

Trustees Jacobs and Hart motioned to approve Ordinance #1737- AN ORDINANCE AMENDING CHAPTER 54

(STREETS, SIDEWALK AND OTHER PUBLIC PLACES) OF THE VILLAGE OF BARTONVILLE CODE OF

ORDINANCES, (SECURITY FUND FOR STREET OPENINGS). Chairrnan Ricca explained that a contractor doing a street opening/openings would be required to submit a cashier’s check for a security bond if the amount of the bond was less than $5,000.00. Trustee Hart asked if it would be held until their project was completed and it was stated that the intent. Mr. Meyer stated that someone challenged it last year and the law allows the Village to do  this. It was stated that it would curb having to chase outside contractors to fix repairs to damage obtained during the contractors work.
